Explanation

 

BACKGROUND:

This ordinance authorizes the Administrating and Presiding Judge of the Franklin County Municipal Court to authorize the transfer of appropriation within, and the expenditure of up to $253,520 from the General Fund and the Judges Non-Bond Captial Outlay fund for the purchase of new desktop computers to replace the currently outdated ones being used by the Court.  The computer equipment being replaced is used for the operation of applications that are vital to the daily operations of the Court. Replacements of these computers are crucial for continued efficiency, so that the Court can access applications. The purchase will be made from the pre-established universal term contracts (UTC), PA004768 with SoftChoice, expiration date April 30, 2022.

                     

                     

 

FISCAL IMPACT:  This purchase will be funded by the Franklin County Municipal Court General Fund and Judges Non-Bond Capital Outlay Fund. The amount of this contract is not to exceed $253,520.00. 

 

EMERGENCY:  Emergency legislation is requested to authorize the court to enter into contract and to continue hearing cases in a safe manner as soon as possible.

 

 

 

Title

To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with SoftChoice; to authorize the transfer of appropriation within, and the expenditure of up to $245,340.00 from the General Fund and $8,180.00 from the Judges Non Bond Capital Outlay Fund;  to authorize all General Budget Reservations resulting from this ordinance be associated with the appropriate Universal Term Contract Purchase Agreement for Computers; and to declare an emergency. Body

 

WHEREAS, the Court has determined that it is in its best interest to contract with Softchoice using the universal term contract; and

 

WHEREAS, $253,520.00 is needed to purchase new computers; and

 

WHEREAS, this ordinance is requested as an emergency to permit the timely procurement of the needed equipment; and

 

WHEREASan emergency exists in the usual daily operation of the Franklin County Municipal Court in that it is immediately necessary to authorize the Administrative and Presiding Judge to enter into contract and authorize the expenditure for computers with SoftChoice in order to continue hearing cases in a safe manner, thereby preserving the public health, peace, property, safety and welfare; NOW, THEREFORE,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Administrative and Presiding Judge of the Franklin County Municipal Court be and is hereby authorized to enter into contract with SoftChoice for new computers using the pre-established SoftChoice purchasing agreement, PA004768, expiration date April 30, 2022.

 

SECTION 2. That for the purposes stated in Section 1, the amount of $245,340.00 or as much thereof as may be necessary, be and is hereby authorized to be transferred within and expended from the General Fund 1000 and $8,180 from the Judges NonBond Capital Outlay Fund 7748, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That this purchase is entered into using a universal term contract/purchasing agreement and all General Budget Reservations resulting from this ordinance will be associated with the appropriate Universal Term Contract Purchase Agreement for Computers.

 

SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
