Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Service to enter into a professional services contract with Kimley Horn and Associates, Inc. in the amount of up to $800,000.00 for the Roadway Improvements ‐ Sancus Blvd Widening project.

 

The intent of the Roadway Improvements ‐ Sancus Blvd Widening project is to provide the City of Columbus, Department of Public Service, additional resources for the design of street improvements to Sancus Boulevard from Worthington Woods Boulevard to Lazelle Road. Improvements include pavement widening to add a center turn lane where necessary, pavement rehabilitation, shared use path, sidewalk, traffic signal replacements, and street lighting. Additionally, the project consists of the design for a new shared use path along the west side of Sancus Boulevard from Lakeview Plaza Boulevard/Worthington‐Galena Road to Worthington Woods Boulevard.

The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Roadway Improvements ‐ Sancus Blvd Widening project professional services contract.  The project was formally advertised on the Vendor Services and Bonfire web sites from July 21, 2021, to August 11, 2021The City received eleven (11) responses.  All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on August 23, 2021.  The responding firms were:

Kimley-Horn and Associates, Inc. received the highest score by the evaluation committee and will be awarded the Roadway Improvements ‐ Sancus Blvd Widening project professional services contract. 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Kimley-Horn and Associates, Inc.

 

2.  CONTRACT COMPLIANCE

Kimley-Horn and Associates, Inc.’s contract compliance number is CC024725 and expires 02/25/2023. 

 

3.  FISCAL IMPACT

The Polaris TIF Fund, Fund 4402, is contributing $800,000.00 immediately for the professional services contract and will also contribute an additional $720,169.46 for later phases.  It is necessary to appropriate and transfer $1,520,169.46 from Fund 4402 to the Polaris Interchange Fund, Fund 7770, to align spending with the proper project.  It will also be necessary to appropriate the funds again in Fund 7770 so they can be expended.

 

4. EMERGENCY DESIGNATION

Emergency action is requested to expedite this contract to complete the project in a timely manner, to ensure the safety of the travelling public.

To appropriate and transfer $1,520,169.46 from the Polaris TIF Fund to the Polaris Interchange Fund; to appropriate funds within the Polaris Interchange Fund; to authorize the Director of Public Service to enter into a professional services contract with Kimley-Horn and Associates, Inc. for the Roadway Improvements ‐ Sancus Blvd Widening project; to authorize the expenditure of up to $800,000.00 from the Polaris Interchange Fund to pay for this contract; and to declare an emergency. Body

WHEREAS, there is a need to enter into a professional services contract to provide for additional resources for the design of street improvements to Sancus Boulevard from Worthington Woods Boulevard to Lazelle Road; and

 

WHEREAS, the Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Roadway Improvements ‐ Sancus Blvd Widening project; and

 

WHEREAS, Kimley-Horn and Associates, Inc. submitted the best overall proposal for this project; and

 

WHEREAS, it is necessary to enter into a contract with Kimley-Horn and Associates, Inc. for the provision of professional engineering consulting services described above in the amount of up to $800,000.00; and

 

WHEREAS, $1,520,169.46 of cash must be appropriated and transferred from the Polaris TIF Fund, Fund 4402 to the Polaris Interchange Fund, Fund 7770 to align spending with the proper project; and

 

WHEREAS, it is necessary to authorize the appropriation and expenditure of up to $800,000.00 within the Polaris Interchange Fund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director of Public Service to enter into contract with Kimley-Horn and Associates, Inc. in order to provide funding for the Roadway Improvements ‐ Sancus Blvd Widening project in order to complete needed improvements to ensure the safety of the travelling public, thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2021, the sum of $1,520,169.46 is appropriated in Fund 4402 (Polaris TIF Fund), Dept-Div 4402 (Economic Development), in Object Class 10 (Transfer Out) per the account codes in the attachment to this ordinance.

 

SECTION 2.  That the transfer of $1,520,169.46, or so much thereof as may be needed, is hereby authorized from Fund 4402 (Polaris TIF Fund), Dept-Div 4402 (Economic Development) to Fund 7770 (Polaris Interchange Fund), Dept-Div 5912 (Design and Construction) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2021, the sum of $1,520,169.46 is appropriated in Fund 7770 (Polaris Interchange Fund), Dept-Div 5912 (Design and Construction), Project P530161-100185 (Roadway Improvements ‐ Sancus Blvd Widening), Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

SECTION 4.  That the Director of Public Service be, and hereby is, authorized to enter into a professional services contract with Kimley-Horn and Associates, Inc. located at 7965 North High Street, Suite 200, Columbus, OH  43235, for the Roadway Improvements ‐ Sancus Blvd Widening and the Bikeway ‐ Sancus Boulevard SUP ‐ Worthington‐Galena Road to Worthington Woods Boulevard projects in an amount up to $800,000.00.

 

SECTION 5.  That for the purposes stated herein, the expenditure of $800,000.00, or so much thereof as may be needed, is hereby authorized in Fund 7770 (Polaris Interchange Fund), Dept-Div 5912 (Design and Construction), Project P530161-100185 (Roadway Improvements ‐ Sancus Blvd Widening), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 6.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 9.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
