Explanation

This ordinance authorizes the Public Safety Director to enter into contract with Life Technologies for Software and hardware upgrades to the Crime Labs existing equipment.  These upgrades will allow for the continued use of existing laboratory equipment with the Windows 10 operating system.

GeneMapper ID-X v1.6 software: This software is used for automated genotyping in forensic DNA analysis. This software is an upgrade from the v1.4 that is currently used within the laboratory. GMID-X v1.6 offers an upgraded user interface and enhanced profile comparison features. This purchase is for one full version of the software and two client copies to use on three separate computers.

Data Collection Software 4.0 (and associated hardware): This software is designed for data collection of forensic DNA analysis samples. The software is an upgrade from our current 3.1 version and includes improved off-scale data and spectral pull-up. This version of the software is compatible with the Windows 10 operating system and computers are provided by Life Technologies. This purchase will also cover installation of the computers and software with our current 3500 Genetic Analyzer instrumentation.

 

Life Technologies is the sole source provider of the software and contain a dedicated computer that is customized to operate the system, is imaged specifically, and are not available from another source.  therefore, this contract should be awarded pursuant to the sole source provision of Chapter 329 of City Code.

 

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Contract Compliance - CC006302, expiration date May 2023.

 

Emergency Designation:  Emergency legislation is necessary to make the funds available as soon as possible to expend the said funds by 12-31-2021 and allow the Crime Lab to upgrade equipment.

FISCAL IMPACT:   This ordinance authorizes an expenditure of $72,725.26 from the DNA Capacity Grant (G332000).

 

Title

To authorize and direct the Public Safety Director to enter into contract with Life Technologies for the proprietary software and hardware, in accordance with the provisions of sole source procurement; to authorize the expenditure of $72,725.26 from the DNA Capacity Grant; and to declare an emergency ($72,725.26)

 

Body

 

WHEREAS, it is necessary to enhance operations at the Crime Lab and allow the continued operations of equipment needing access to Windows 10 operating system; and,

 

WHEREAS, these upgrades will allow the Crime Lab to continue use of existing laboratory equipment with the Windows 10 operating system; and

 

WHEREAS, Life Technologies is the sole source provider of the software and computer, therefore, this agreement is in accordance with sole source provisions of Chapter 329 of the City Code; and,

 

WHEREAS, funds of $72,725.26 are available for this upgrade as part of the grant funding;  and

 

WHEREAS,  an emergency exists in the usual daily operations of the Division of Police Crime Lab, Department of Public Safety, in that it is immediately necessary to authorize the Director to enter into contract with Life Technologies to upgrade existing equipment to fully utilize systems prior to the end of the grant ending on 12-31-2021, for the preservation of the public health, safety and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Public Safety Director be and is hereby authorized and directed to enter into contract with Life Technologies for software and computer upgrades in accordance with the sole source provider provisions of City Code.

 

SECTION 2. That the expenditure of $72,725.26, or so much thereof as may be needed, is hereby authorized in the DNA Capacity Grant (G332000) in object class 02 and 03 Contractual Services per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such account codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
