Title: To authorize the Director of Public Utilities to enter into a professional engineering services agreement with Arcadis U.S., Inc., for the Hap Cremean Water Plant and Jackson Pike Waste Water Treatment Plant Energy Audit Project; to authorize a transfer and expenditure up to $121,100.00 within the Water General Obligations Bonds Fund; to authorize a transfer and expenditure up to $121,100.00 within the Sewer General Obligations Bonds Fund; for the Divisions of Water and Sewerage and Drainage; and to amend the 2020 Capital Improvements Budget. Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Arcadis U.S., Inc., for the Hap Cremean Water Plant (HCWP) and Jackson Pike Waste Water Treatment Plant (JPWWTP) Energy Audit Project, in an amount up to $242,200.00, (Division of Water Contract No. 2283).

Under this agreement Arcadis will provide the City with an ASHRAE Level II energy audit report for the HCWP and JPWWTP. See attachment “ORD 2449-2021 Information” for a further detailed explanation of the project and potential renewal.

Community Planning Area is “99 - Citywide”.

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: The City of Columbus is currently developing a comprehensive Climate Action Plan to reach the goal of reducing greenhouse gas emissions from municipal operations 40% by 2030, and complete carbon neutrality for the City by 2050. This project can potentially identify changes that would deliver cost savings, operational improvements, including indoor air quality for occupant health and comfort, and environmental benefits including, but not limited to, reduction of greenhouse gas emissions while not compromising the necessary reliability, redundancy and treatment performance of the plants to assist in achieving the overall goal of the Climate Action Plan.

3. BID INFORMATION: The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals." The evaluation criteria for this contract included: 1. understanding of project/project approach, 2. past performance, 3. environmentally preferable consultant, and 4. local workforce/project manager/project staff.
