Explanation

 

1.  BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Arcadis U.S., Inc., for the Hap Cremean Water Plant (HCWP) and Jackson Pike Waste Water Treatment Plant (JPWWTP) Energy Audit Project, in an amount up to $242,200.00, (Division of Water Contract No. 2283).

 

Under this agreement Arcadis will provide the City with an ASHRAE Level II energy audit report for the HCWP and JPWWTP.  See attachment “ORD 2449-2021  Information” for a further detailed explanation of the project and potential renewal.

 

Community Planning Area is “99 - Citywide”.

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:  The City of Columbus is currently developing a comprehensive Climate Action Plan to reach the goal of reducing greenhouse gas emissions from municipal operations 40% by 2030, and complete carbon neutrality for the City by 2050. This project can potentially identify changes that would deliver cost savings, operational improvements, including indoor air quality for occupant health and comfort, and environmental benefits including, but not limited to, reduction of greenhouse gas emissions while not compromising the necessary reliability, redundancy and treatment performance of the plants to assist in achieving the overall goal of the Climate Action Plan.

 

3. BID INFORMATION:  The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals."  The evaluation criteria for this contract included:  1. understanding of project/project approach, 2. past performance, 3. environmentally preferable consultant, and 4. local workforce/project manager/project staff.

 

Three (3) Requests for Proposal (RFP) were received on July 30, 2021 from Arcadis, Go Sustainable, and AECOM.

 

An evaluation committee reviewed the proposal and recommends that the HCWP and JPWWTP Energy Audit Project be awarded to Arcadis U.S., Inc.

 

The Contract Compliance Number for Arcadis U.S., Inc. is 570373224 (expires 3/18/23, MAJ) and their DAX Vendor Number is 9409.  Additional information regarding all bidders, description of work, contract time frame, and detailed amounts can be found on the attached Information form.

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Arcadis U.S., Inc.

 

4.  FUTURE RENEWAL:  A future renewal for Phase 2 is preliminary and will be based on the outcome of the Phase 1 work.  It may include design, creating bid documents, obtaining regulatory approvals required by all Agencies Having Jurisdiction (AHJs) over the work, providing implementation oversight and technical assistance, and close-out of capital improvements or retro-commissioning construction projects.  Phase 2 would focus on standard retrofit items (related to HVAC, lighting, envelope, and domestic hot water, etc.).

 

5. FISCAL IMPACT: A transfer of funds within the Water G.O. Bonds Fund - Fund No. 6006 and Sewer G.O. Bonds Fund - Fund No. 6109 will be necessary as well as an amendment to the 2020 Capital Improvements Budget.

Body

 

WHEREAS, three (3) technical proposals for professional engineering services for the Hap Cremean Water Plant (HCWP) and Jackson Pike Waste Water Treatment Plant (JPWWTP) Energy Audit Project were received on July 23, 2021; and

 

WHEREAS, the Department of Public Utilities recommends that the agreement be awarded to Arcadis U.S., Inc.; and

 

WHEREAS, a future renewal may be necessary for Phase 2 of the project which is dependent on the results from Phase 1; and

 

WHEREAS, it is necessary to authorize a transfer and expenditure of funds within the Water G.O. Bonds Fund, for the Division of Water, and within the Sewer G.O. Bonds Fund, for the Division of Sewerage and Drainage; and 

 

WHEREAS, it is necessary to authorize an amendment to the 2020 Capital Improvements Budget for the purpose of providing sufficient spending authority for the aforementioned project expenditures; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Water, Department of Public Utilities, to authorize the Director of Public Utilities to enter into a professional engineering services agreement for the HCWP and JPWWTP Energy Audit Project, for the preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to enter into a professional engineering services agreement for the Hap Cremean Water Plant (HCWP) and Jackson Pike Waste Water Treatment Plant (JPWWTP) Energy Audit Project with Arcadis U.S., Inc. (FID #57-0373224), 100 Campus View Blvd. Suite 230, Columbus, OH 43235; for an expenditure up to $242,200.00; in accordance with the terms and conditions of the contract on file in the Office of the Department of Public Utilities.

 

SECTION 2. That the transfer of $242,200.00 or so much thereof as may be needed, is hereby authorized in Fund 6006 - Water G.O. Bond Fund and Fund 6109 - Sewer G.O. Bond Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the 2020 Capital Improvements Budget is hereby amended, in Fund 6006 - Water G.O. Bond Fund and Fund 6109 - Sewer G.O. Bond Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the expenditure of $242,200.00 or so much thereof as may be needed, is hereby authorized in Fund 6006 - Water G.O. Bond Fund and Fund 6109 - Sewer G.O. Bond Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 5. That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 7.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 9.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
