Explanation

 

BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a contract with the J & D Home Improvement Inc. dba Basement Doctor for the Volunteer Sump Pump Program - Blueprint 5th by Northwest, CIP 650876-142001. The work for this project consists of installing sump pumps and other such work as may be necessary to complete the contract in accordance with the technical specifications as set forth in this Invitation for Bid (IFB). Planning Area - 42  5th by Northwest Area.                  

 

PROCUREMENT: The Department of Public Utilities advertised for bids pursuant to the requirements of city code section 329 for the Volunteer Sump Pump Blueprint 5th by Northwest Project and received three (3) bids. The bids were opened on September 27, 2021 and it was determined that J & D Home Improvement, Inc. dba Basement Doctor best met the needs of the Department of Public Utilities.

PROJECT TIMELINE:  Contract work shall be substantially completed in a manner acceptable to the City within 365 days from the date that a Notice To Proceed (NTP) is issued by the City.

 

EMERGENCY DESIGNATION: An emergency designation is not requested at this time.

ENVIRONMENTAL IMPACT:  This project will install a sump pump in homes and redirect foundation drain away from the sanitary lateral to the sump pit. This project will cover 185 homes that represent the 25% target participation rate for this area.

 

FISCAL IMPACT: This ordinance authorizes the expenditure of up to $776,427.50, which includes $2,000.00 for Prevailing Wage fees from the Sanitary Sewer General Obligation Bond Fund 6109 and amends the 2020 Capital Improvements Budget.

Body

 

WHEREAS, the Department of Public Utilities is under a mandate from Ohio EPA to eliminate sanitary sewer overflows and basement back-ups; and

 

WHEREAS, Volunteer Sump Pump Program - Blueprint 5th by Northwest Project is designed to reduce residential backups in the impacted area; and

 

WHEREAS, the Division of Sewerage and Drainage advertised for competitive bids for the Volunteer Sump Pump Blueprint 5th x Northwest Project, C.I.P. No 650876-142001 on August 30, 2021 and three (3) bids were received on September 22, 2021; and

 

WHEREAS, it is necessary to fund the prevailing wage administration cost of $2,000.00 to the Department of Public Service; and 

 

WHEREAS, it is necessary to authorize the expenditure of up to $776,427.50 from the Sanitary Sewer General Obligation Bond Fund 6109; and

 

WHEREAS, it is necessary to authorize an amendment to the 2020 Capital Improvements Budget to create sufficient authority for this project; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage, to authorize the Director to enter into a service contract with the J & D Home Improvement, Inc., dba Basement Doctor, for the Volunteer Sump Pump Program - Blueprint 5th x Northwest Project, CIP 650876-142001, at the earliest practical date for the preservation of the public health, peace, property, safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities is hereby authorized to enter into contract with J & D Home Improvement, Inc., dba Basement Doctor, 13659 National Rd. SW, Reynoldsburg, OH 43068 for the Volunteer Sump Pump Program - Blueprint 5th by Northwest Project in accordance with the terms and conditions as shown in the agreement on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2. That the expenditure of up to $776,427.50 from the Sanitary Sewer General Obligation Bond Fund 6109, which includes $2,000.00 for prevailing wage services to the Department of Public Service.

 

SECTION 3. That the 2020 Capital Improvements Budget Ordinance is hereby amended by the accounting per the accounting codes attached to this ordinance.

 

SECTION 4. That said firm, J & D Home Improvement, Inc., dba Basement Doctor, shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 5.   That the City Auditor is hereby authorized to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be made from a project by monies from more than one source.

 

SECTION 6. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 7. That funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8.   That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 9.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
