Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with ProCon Professional Construction Services, Inc. for the John Burroughs Park Improvements Project. The contract amount is $322,124.00, with a contingency of $30,876.00, for a total of $353,000.00. An additional $22,000.00 is being authorized for interdepartmental inspections and fees for a total of $375,000.00 being authorized by this ordinance.

John Burroughs Park, located at 551 S. Richardson Avenue, was built in 1997 in the Greater Hilltop area of Columbus. The greenspace, approximately one acre in size, is directly adjacent to the John Burroughs Elementary School on Sullivant Avenue. The space is used frequently by teachers and students as an outdoor classroom. The neighborhood park is also used for community gatherings, family outings, and special events. The park space is leased from Columbus City Schools and maintained by school staff. Recreation and Parks provides the park amenity improvements for the green space.

In 2019, the Recreation and Department met with school staff and Hilltop community stakeholders to discuss the condition of the park and prepare for the improvements plan. These improvements include replacing the playground, a new loop walking path, new family shelter, lighting improvements, additional trees, new signage, and an interpretive panel about the legacy of John Burroughs.

Vendor Bid/Proposal Submissions (ODI designation status):

Proposals were originally advertised through Vendor Services, in accordance with City Code Section 329, and on June 28, 2021 and received by the Recreation and Parks Department on July 20, 2021.This project was also picked up by various local and regional plan rooms and distributed to their membership. Bids were received from the following companies:
