Explanation

This ordinance authorizes the Director of the Department of Technology, on behalf of the Civil Service Commission, to enter into a new agreement with Governmentjobs.com (also known as NeoGov) for application hosting services in support of the Insight Enterprise applicant and test management software system, Biddle software and candidate text messaging.

 

With this system, Civil Service can to do online job analysis data collection and offsite testing, test management and candidate text messaging, all critical to the Commission’s mission.

 

The original agreement with NeoGov (ED038195) was established March 11, 2009 and was most recently modified with the passage of ordinance 2369-2020, passed on November 9, 2020. This ordinance authorized the expenditure of $81,760.46.

This ordinance also authorizes the expenditure of $84,494.73 for the above-described services. The term of this one-year contract will begin on January 1, 2022 and end on December 31, 2022.

 

Finally, this ordinance, like all others preceding it, is being submitted in accordance with the sole source procurement provisions the Columbus City Codes, Chapter 329.

 

FISCAL IMPACT:

In years 2018, 2018, and 2020, $76,136.94, $75,819.44 and $81,760.46 was legislated for these services, respectively. This ordinance authorizes expending $84,494.73 for these services. Funds to continue these services are budgeted in the Civil Service direct charge allocation of the Information Services Operating Fund.

Body

WHEREAS, the Department of Technology, on behalf of the Civil Service Commission, wishes to enter into contract with Governmentjobs.com (also known as NeoGov) for application hosting services in support of the Insight Enterprise applicant and test management software system, and online job analysis data collection and offsite testing software/functionality; and

 

WHEREAS, this ordinance authorizes the Director of the Department of Technology to enter into the aforementioned contract at a cost of $84,494.73, for a one year term, commencing on January 1, 2022 and ending on December 31, 2022; and

 

WHEREAS, this ordinance is being submitted in accordance with the sole source procurement provisions the Columbus City Codes, Chapter 329; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Technology to authorize the Director of the Department of Technology, on behalf of the Civil Service Commission, to enter into contract with Governmentjobs.com (also known as NeoGov) for application hosting services in support of the Insight Enterprise applicant and test management software system, and online job analysis data collection and offsite testing software/functionality in accordance with the sole source procurement provisions of the City Codes, Chapter 329 for a period of one year, commencing on January 1, 2022 and ending on December 31, 2022 at a cost of $84,494.73, for the preservation of the public health, peace, property, safety and welfare; now therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of the Department of Technology, on behalf of the Civil Service Commission, is hereby authorized to enter into a contract with Governmentjobs.com (also known as NeoGov) for application hosting services in support of the Insight Enterprise applicant and test management software system and for online job analysis data collection and offsite testing software/functionality at a total cost of $84,494.73 for a one year period, beginning on January 1, 2022 and

ending on December 31, 2022.

 

SECTION 2: That the expenditure of $84,494.73 or so much thereof as may be necessary is hereby authorized to be expended as follows in the attachment to this ordinance. (See attachment: 2647-2021EXP)

 

SECTION 3: That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance.

 

SECTION 4: That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That this contract was established in accordance with the sole source provisions of the City Codes, Chapter 329.

 

SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law
