Explanation

 

The Board of Health has been awarded a grant from the U.S. Department of Health and Human Services to fund the CDC Health Disparities Grant Program for the period June 1, 2021, through May 31, 2023.  The grant funds awarded provide for a contract with The Center for Health Outcomes and Policy Evaluation Studies (HOPES) at the Ohio State University for $327,571.00, for data collection, evaluation, mobilization, and capacity building of Columbus Public Health (CPH) staff and grant partners in regards to their outreach and engagement in addressing COVID-19 disparities of underserved populations in Franklin County.

 

Emergency action is requested in order to avoid any delays in providing program services.

 

FISCAL IMPACT:  The CDC Health Disparities Grant Program is entirely funded by the U.S. Department of Health and Human Services.  This program does not generate any revenue or require a City Match. 

 

Title

 

To authorize the Board of Health to enter into a contract with The Center for Health Outcomes and Policy Evaluation Studies (HOPES) at the Ohio State University for data collection, evaluation, mobilization, and capacity building services for the CDC Disparities Grant program; to authorize the expenditure of $327,571.00 from the Health Department Grants Fund; and to declare an emergency. Body

 

WHEREAS, The U.S. Department of Health and Human Services has designated the Columbus Health Department as a grantee agency and fund administrator for the CDC Health Disparities Grant program; and,

 

WHEREAS, The Center for Health Outcomes and Policy Evaluation Studies (HOPES) at the Ohio State University will provide various services to meet all grant deliverables required by the CDC Health Disparities Grant program; and,

 

WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into this contract for the immediate preservation of the public health, peace, property, safety and welfare and to avoid any delays in providing program services to meet grant deliverables; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Board of Health is hereby authorized to enter into a contract with The Center for Health Outcomes and Policy Evaluation Studies (HOPES) at the Ohio State University for data collection, evaluation, mobilization, and capacity building services for the period of October 15, 2021 through May 31, 2023, in an amount not to exceed $327,571.00.

 

SECTION 2. That for the contracts stated above, the sum of $327,571.00 is hereby authorized to be expended from the Health Department Grants Fund, Fund No. 2251, according to the attached accounting document.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City’s financial records.

 

SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
