Title: To authorize the Finance and Management Director to enter into two (2) contracts for the option to purchase Traffic Signal Strain Poles with Path Master and Traffic Control Products; to authorize the expenditure of $2.00 from General Budget Reservation BRPO001670; and to declare an emergency. ($2.00).
Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Traffic Signal Strain Poles with Path Master Inc. and Traffic Control Products Inc. The Division of Traffic Management is the primary user for traffic control products. Traffic Signal Strain Poles are used to support all traffic signals and related equipment throughout the City. The term of the proposed option contracts would be approximately two (2) years, expiring December 31, 2023 with the option to renew for two (2) additional one (1) year extensions. The Purchasing Office opened formal bids on September 23, 2021. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO001670.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ019668). Two (2) bids were received.

The Purchasing Office is recommending award to the overall most responsive, responsible and best bidders as follows:

Path Master Inc., CC#006583 expires 12/22/2022, Items# 11-20, 25-34 & 37-40, $1.00
Traffic Control Products Inc., CC#006630 expires 8/12/2023, Items# 1-10, 21-24 & 35,36 ,$1.00

No bids were received on items# 41 & 42. These items will be bid informally as needed.

Total Estimated Annual Expenditure: $125,000.00, Division of Traffic Management, the primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance to avoid an interrupted supply of product.

The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
