Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with Chozen in support of youth programming.

 

Statistics show that many at risk youth live in underserved areas that have been directly impacted by COVID-19 in some way or another. In an attempt to create generational wealth and build families and communities, Chozen will equip youth with skills that will provide economic stability for them and their families. Exposing them to career bases through employment or entrepreneurship this media program will provide and build skills, when applied, will help lead to economic recovery.

 

Chozen is targeted towards youth aged 13-19. Chozen is multi-media mentoring program targeting at risk youth in the Columbus area. This program will provide skill based learning, interactive and engaging educational sessions and exposure to resources that will cultivate talents and build conflict resolution skills in participants. This program is designed to empower at risk youth through music education, academic support, mentorship and a positively engaging atmosphere that will teach them a professionally skilled trade, and to equip them with skills that will make them viable candidates for employment and placing graduating participants to work as audio engineers, videographers, and/or instructors. These skills will help to prepare participants to be contributing and productive citizens within their community and provide an alternative environment that will detour violence and reduce aggressive behavior, especially among higher risk students. Students will be given pre/post-test in written form and end-of-course projects to determine retention measurements.

 

Fiscal Impact: Funding for this grant is available within the Job Growth subfund.

 

Emergency action is requested in order to avoid any delay in providing the resources necessary for Chozen to deploy their youth-targeted programming.

Body

WHEREAS, many at risk youth live in underserved areas that have been directly impacted by COVID-19 in some way or another; and

 

WHEREAS, Chozen will equip youth with skills that will provide economic stability for them and their families; and

 

WHEREAS, Chozen is multi-media mentoring program targeting at risk youth in the Columbus area; and

 

WHEREAS, this program is designed to empower at risk youth through music education, academic support, mentorship and a positively engaging atmosphere that will teach them a professionally skilled trade; and

 

WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize the Clerk to enter into a grant agreement with Chozen to deploy their youth-targeted programming without delay, for the public health, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with Chozen in support of youth programming.

 

SECTION 2. That the Auditor is hereby authorized and directed to appropriate $52,970.00 to Columbus City Council in the Job Growth subfund, fund 1000, subfund 100015, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That per the action authorized in Section 1 of this ordinance, the expenditure of $52,970.00 or so much thereof as needed within the Job Growth subfund, fund 1000, subfund 100015, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
