Explanation

 

BACKGROUND: This project will provide the design for the rehabilitation of 11,332 LF of 48”, 54”, 72”, 78”, 150” and 156” diameter reinforced concrete sanitary sewers via shotcrete rehabilitation method and/or spot repairs, and the rehabilitation of select manholes. The sewers to be rehabilitated are located within four different trunk sewer systems: 7,285 LF in Big Run Trunk, 360 LF in Williams Road Sanitary Sub-trunk, 3,542 linear feet in Interconnecting Trunk South, and 145 LF in Interconnecting Trunk North.

PROCUREMENT: The Department of Public Utilities advertised a Request for Proposals (RFP’s) for West Side Trunk Rehabilitation-Phase 2 CIP #650725-100028 on the Vendor Services and Bonfire websites that closed on October 1, 2021.  The city received five (5) responses from the following firms:  Burgess & Niple, Inc., DLZ, Ms Consultants, Arcadis, and Dynotec.  All proposals were evaluated in accordance with Columbus City Code Title 3, Chapter 329.28, and were scored according to competence to perform, past performance, and understanding of the project approach.

               

MULTI-YEAR CONTRACT: The Department anticipates requesting additional future renewals to this contract.

 

PROJECT TIMELINE: This contract is planned for renewals and will span multiple years, concluding in 2024.

Emergency Designation:  Emergency legislation is not requested at this time.

 

Economic Impact: This project will extend the remaining useful life of the most critical sewers within the City by making necessary repairs.  It will also lower operation and maintenance costs by increasing the pipe flow efficiency.  It will also reduce the risk of collapse which could cause SSO to adjacent water ways or WIB's. 

 

Fiscal Impact: This contract requires a transfer and appropriation of funds, and an expenditure of up to $929,769.70 from the Sanitary Sewer PayGo Fund 6116.

To authorize the Director of Public Utilities to enter into a professional engineering agreement with Burgess & Niple, Inc. for the West Side Trunk Rehabilitation-Phase 2 Project; to authorize an appropriation, transfer within and expenditure of up to $929,769.70 from the Sanitary Sewer PayGo Fund, and to amend the 2021 Capital Improvements Budget. ($929,769.70)

 

Body

 

WHEREAS, the Department of Public Utilities advertised for Requests for Proposals for the West Side Trunk Rehabilitation-Phase 2 Project; and

 

WHEREAS, the Department of Public Utilities received five (5) proposals, Burgess & Niple, DLZ, Ms Consultants, Arcadis, and Dynotec; and

 

WHEREAS, all five proposals were evaluated and Burgess & Niple, Inc. was determined to best meet the needs of the Department; and

 

WHEREAS, it is necessary for the City to enter into a professional engineering agreement with Burgess & Niple, Inc. for the West Side Trunk Rehabilitation-Phase 2 Project; and

 

WHEREAS, it is necessary to authorize the transfer, appropriation, and expenditure of up to $929,769.70 from the Sanitary Sewer PayGo Fund 6116; and

WHEREAS, it is necessary to amend the 2021 Capital Improvement Budget; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to enter into a professional engineering agreement with Burgess & Niple, Inc. for the West Side Trunk Rehabilitation-Phase 2 Project, for the preservation of the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to enter into a professional engineering agreement with Burgess & Niple, Inc. 5085 Reed Road, Columbus OH 43220; for an expenditure up to $929,769.70; in accordance with the terms and conditions as shown in the contract modification on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2. That the City Auditor is hereby authorized to transfer and appropriate within and expend up to $929,769.70 from the Sanitary Sewer PayGo Fund 6116, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That said firm, Burgess & Niple, Inc., shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the 2021 Capital Improvements Budget is amended per the attachment to this ordinance.

 

SECTION 6. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 7. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 9.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
