Explanation
BACKGROUND: The Department of Public Utilities, Division of Sewerage and Drainage requests permission to apply for and, if awarded, accept a Hazard Mitigation Assistance (HMA) Building Resilient Infrastructure and Communities (BRIC) Program grant from the Federal Emergency Management Agency (FEMA)/Ohio Emergency Management Agency (OEMA) for reimbursement of the Floodwall Closure Evaluations Construction Project CIP# 611709-100000, to increase the current level of protection provided to the Franklinton area by the West Columbus Local Protection Project (WCLPP, aka: Franklinton Floodwall).
FISCAL IMPACT: This grant program reimburses up to 75% of eligible costs associated with an awarded project. The anticipated total cost of the Floodwall Closure Evaluations Construction Project is $5,000,000.00. The maximum amount of the grant would be $3,750,000.00. If the DOSD grant application is awarded, the grant funds will be deposited to the Stormwater Permanent Improvement Fund 6208.

To authorize the Director of the Department of Public Utilities to apply for, and if awarded, accept a Hazard Mitigation Assistance (HMA) Building Resilient Infrastructure and Communities (BRIC) Program grant award from the Federal Emergency Management Agency (FEMA)/Ohio Emergency Management Agency (OEMA) for the reimbursement of construction costs related to Floodwall Closure Evaluations Construction Project which is designed to increase the current level of protection in the Franklinton area from significant flooding of the Scioto River; and to declare an emergency.
