Title: To authorize the Director of the Department of Public Utilities to apply for, and if awarded, accept a Hazard Mitigation Assistance (HMA) Building Resilient Infrastructure and Communities (BRIC) Program grant award from the Federal Emergency Management Agency (FEMA)/Ohio Emergency Management Agency (OEMA) for the reimbursement of construction costs related to Floodwall Closure Evaluations Construction Project which is designed to increase the current level of protection in the Franklinton area from significant flooding of the Scioto River; and to declare an emergency.

Explanation

 

BACKGROUND: The Department of Public Utilities, Division of Sewerage and Drainage requests permission to apply for and, if awarded, accept a Hazard Mitigation Assistance (HMA) Building Resilient Infrastructure and Communities (BRIC) Program grant from the Federal Emergency Management Agency (FEMA)/Ohio Emergency Management Agency (OEMA) for reimbursement of the Floodwall Closure Evaluations Construction Project CIP# 611709-100000, to increase the current level of protection provided to the Franklinton area by the West Columbus Local Protection Project (WCLPP, aka: Franklinton Floodwall). 

 

FISCAL IMPACT: This grant program reimburses up to 75% of eligible costs associated with an awarded project. The anticipated total cost of the Floodwall Closure Evaluations Construction Project is $5,000,000.00.  The maximum amount of the grant would be $3,750,000.00.  If the DOSD grant application is awarded, the grant funds will be deposited to the Stormwater Permanent Improvement Fund 6208.

WHEREAS, the Department of Public Utilities, Division of Sewerage and Drainage requests permission to apply for and, if awarded, accept a grant from the Federal Emergency Management Agency/Ohio Emergency Management Agency (OEMA) for the Floodwall Closure Evaluations Construction Project CIP# 611709-100000; and

 

WHEREAS, this grant program reimburses up to 75% of the actual costs of an awarded project; ; and

 

WHEREAS, the Floodwall Closure Evaluations Construction Project CIP# 611709-100000 is estimated to cost $5,000,000.00; and

 

WHEREAS, if awarded a Hazard Mitigation Assistance (HMA) Building Resilient Infrastructure and Communities (BRIC) Program for the project, the Department of Public Utilities, Division of Sewerage and Drainage may receive up to $3,750,000.00; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage & Drainage/Stormwater Section, in that it is immediately necessary to authorize the Director to apply for and, if awarded, accept a grant from FEMA/OEMA for the Floodwall Closure Evaluations Construction Project CIP# 611709-100000, in order to meet the grant application deadline, thereby preserving the public peace, property, health, safety and welfare; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1. That the Director of the Department of Public Utilities is hereby authorized and directed to apply for and, if awarded, accept a Hazard Mitigation Assistance (HMA) Building Resilient Infrastructure and Communities (BRIC) Program grant  from the Federal Emergency Management Agency (FEMA)/Ohio Emergency Management Agency (OEMA) for the Floodwall Closure Evaluations Construction Project CIP# 611709-100000.

 

SECTION 2. That, if awarded a Hazard Mitigation Assistance (HMA) Building Resilient Infrastructure and Communities (BRIC) Program grant, the grant proceeds shall be accepted and deposited to the Stormwater Permanent Improvement Fund 6208.

 

SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
