Explanation

BACKGROUND:

This legislation will authorize the acceptance and appropriation of grant funds in connection with the Older Americans Act Title III Supportive Services, Congregate and Home Delivered Meals, Preventative Health, and Caregiver Support programs.

 

 

Additional grant funds are being made available to the Central Ohio Area Agency on Aging from the Ohio Department of Aging for the period of July, 1 2021 to September 30, 2024 by the American Rescue Plan Older Americans Act Title III.

 

 

This funding should significantly expand congregate and home delivered meals, preventative health programs, caregiver support, and other supportive services in the Central Ohio area including Delaware, Fairfield, Fayette, Franklin, Licking, Madison, Pickaway, and Union Counties.

 

EMERGENCY DESIGNATION:

Emergency action is requested in order to have the contracts in place as soon as possible, as stipulated in the American Rescue Plan (ARP); and Older Americans Act Title III grant requirements.

 

FISCAL IMPACT:

This ordinance will appropriate $1,178,680.00 to the Recreation and Parks Grant fund 2286.

 

 

Title

To authorize and direct the Director of Recreation and Parks, on behalf of Central Ohio Area Agency on Aging, to accept grant funds from the Ohio Department of Aging in the amount of $1,178,680.00 and any additional funds for the American Rescue Plan- Older Americans Act Title III; to authorize the appropriation of $1,178,680.00 and any additional funds from the unappropriated balance of the Recreation and Parks Grant Fund; to authorize the City Auditor to transfer appropriations between object classes and grant numbers for the American Rescue Plan grant funding; and to declare an emergency. Body

WHEREAS, additional grant funds are being made available to the Central Ohio Area Agency on Aging from the Ohio Department of Aging for the period of July, 1 2021 to September 30, 2024 by the American Rescue Plan (ARP) Older Americans Act Title III; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department, COAAA, in that it is immediately necessary to accept and appropriate the grant funds as soon as possible in order to meet the ARP requirements, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks, on behalf of Central Ohio Area Agency on Aging, is authorized to accept grant funds from the Ohio Department of Aging in the amount of $1,178,680.00 and any additional funds for the American Rescue Plan- Older Americans Act Title III.

 

SECTION 2.  That from the unappropriated monies in the Recreation and Parks Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose $1,178,680.00 is appropriated and any additional grant awards are authorized to be appropriated upon notice of award to the Recreation and Parks Department, Department No. 51, Fund No. 2286, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the monies in the foregoing Section 2 shall be paid upon the order of the Director of Recreation and Parks; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5.  That the City Auditor is hereby authorized to transfer appropriations between object classes and grant numbers for the American Rescue Act grant funding as needed upon request by the Central Ohio Area Agency on Aging.

 

SECTION 6. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of the ordinance, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part thereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes same.
