Title: To authorize the Director of Public Utilities to enter into a construction contract with BLD Services LLC for the Lateral Lining - Blueprint North Linden 1, Artane/Parkwood Project; to authorize the appropriation and transfer of $3,287,329.40 from the Sanitary Sewer Reserve Fund to the Ohio Water Development Loan Fund; to authorize the appropriation and expenditure of $3,287,329.40 from the Ohio Water Development Loan Fund; to authorize a transfer within and an expenditure of up to $2,000.00 for prevailing wage services to the Department of Public Services within the Sanitary General Obligations Voted Bonds Fund; and to amend the 2021 Capital Improvement Budget. Explanation

BACKGROUND: This project involves lining sanitary laterals using Cured-In-Place Pipe (CIPP) technology and redirection of roof laterals to prevent excess stormwater from entering the City’s sanitary sewer system. This project is a Consent Order project and is an improvement identified in the Integrated Plan and 2015 WWMP Update Report. The project is needed to mitigate water in basement events and sanitary sewer overflows to the goal of a 10 year Level of Service (LOS).

PROJECT TIMELINE: Contract work is required to be substantially complete in a manner acceptable to the City within 365 days from the date that a Notice To Proceed (NTP) is given by the City, with final completion occurring within 365 days.

PROCUREMENT INFORMATION: The Division advertised for competitive bids submission for the subject services on the City's Vendor Services website and in the City Bulletin in accordance with the overall provisions of Chapter 329 of the Columbus City Codes. The Division of Sewerage and Drainage received two (2) bids on November 17, 2021 from the following:
