Explanation
1.0 BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Elite Excavating Co. of Ohio, Inc. for the Edsel Ave. Area Water Line Improvements Project in an amount up to $5,359,681.80; to encumber funds with the Department of Public Service for prevailing wage services in an amount up to $2,000.00; for Capital Improvements Project No. 690236-100104, Division of Water Contract Number 2128.
Work consists of rehabilitating approximately 11,600 linear feet of 6-inch, 8-inch, and 12-inch water mains, and other such work as may be necessary to complete the contract, in accordance with the drawings, technical specifications, special provisions, and City of Columbus Construction and Material Specifications as set forth in the Invitation For Bid (IFB).
The Community Planning Area is “65 - Far South” and includes the following streets: Edsel Ave., Edsel Ct., Pamella Dr., Nuway Rd. Cul-de-Sac, Marilla Rd., Harland Ct., West Broad St., and Frank Rd.
2.0 ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: The goal of this project is to replace or rehabilitate the existing water lines that have a high break frequency. Replacement of these water lines will improve water service, decrease burden on water maintenance operations, and reduce water loss. The Neighborhood Liaison(s) has been contacted and informed of this project during the design phase. Further community outreach may result through the Neighborhood Liaison Program.
3.0 CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened three (3) bids on February 2, 2022:

2. Danbert, Inc. $5,794,475.93
3. John Eramo & Sons, Inc. $7,456,296.43
