Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Elford, Inc. for renovation of the North Market building located at 59 Spruce Street.
This project is necessary to prepare the existing North Market building for changes before the North Market redevelopment starts. The renovation will include replacing and rerouting the existing gutters and downspouts on the east side of the building, infilling of some existing windows on the east side of the building, remove the existing walk-in cooler condenser units and installing new condenser units on the roof to accommodate the construction of the new North Market Tower.
Formal bids were solicited and the City received three (3) bids on January 20, 2022 as follows (0 FBE, 0 MBE):

Elford, Inc. submitted the lowest bid of $525,912.00. The Office of Construction Management recommends the bid award be made to the most responsive and responsible bidder, Elford, Inc.
The contract compliance number for Elford, Inc. is 31-4371060 and it expires on January 31, 2024.

Emergency action is requested in order to expedite the completion of the scope of work in order to not hinder the start of the new North Market Tower construction.
Fiscal Impact: This legislation authorizes expenditure $45,000.00 from the Construction Management Capital Improvement Fund and $525,912.00 from the Development Taxable Bond Fund with Elford, Inc. for the renovation of the North Market Building at 59 Spruce Street.
