Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a non-profit service agreement with Alvis, Inc. for $250,000.00 for a twelve-month period effective as of January 1, 2022.  This agreement is in support of the Help in Reentry Employment education program.

 

The Alvis Help in Reentry Employment (HIRE) education program serves adults returning to Columbus following release from a correctional facility (local, state, federal), or are under correctional supervision. Individuals reentering the community disproportionately experience poverty. All report incomes below $5,000, 33% have no job experience, and 43% do not have a high school education. HIRE participants engage in five days of job readiness training covering employment goals and career paths, to resumes, cultural diversity, and employer expectations. They are then eligible to earn industry-recognized certifications to boost employability and advancement. GED classes are available for those who have not yet earned a high school diploma. Placement assistance is offered in partnership with the Alvis network of area employers. Wraparound services supported by other resources include case management, financial literacy, substance use disorder treatment/recovery, and cognitive behavioral therapy. HIRE can be the difference between moving out of poverty and a downward spiral to recidivism.

 

The services included in this contract cannot be provided by existing city employees because these services are beyond the City’s current responsibility and capacity to provide.

 

Emergency action is necessary to avoid causing interruptions in the delivery of HIRE program services.

 

FISCAL IMPACT: Funding is available in the General Fund’s Reimagine Safety Subfund.

 

CONTRACT COMPLIANCE: The vendor number is 004275 and expires 12/15/2022.

 

Title

($250,000.00)

 

Body

WHEREAS, the Director of the Department of Development desires to enter into an agreement with Alvis, Inc. for a 12 month period, effective as of January 1, 2022, for the continued provision of social services; and

 

WHEREAS, Alvis’ Help in Reentry Employment education program serves adults returning to Columbus following release from a correctional facility (local, state, federal) or are under correctional supervision.; and

 

WHEREAS, restored citizens returning to Columbus need assistance to obtain and retain employment to support themselves and their families; and

 

WHEREAS, this contract will support Help in Reentry Employment program of Alvis, Inc., which provides job readiness training, job placement services, and wraparound support services for those enrolled in the program; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to enter into non-profit service agreement with Alvis, Inc. to avoid causing interruptions in the delivery of vital program services, all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Director of the Department of Development is authorized to enter into a non-profit service agreement with Alvis, Inc. for a twelve (12) month period effective as of January 1, 2022, in an amount up to $250,000.00. 

 

SECTION 2.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2022, the sum of $250,000.00 is appropriated in Fund 1000 (General Fund), Dept-Div 45-01 (Financial Management), in object class 10 (Transfers) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the Auditor is hereby authorized and directed to transfer $250,00.00 from the Department of Finance and Management within the General Fund Reimagine Safety Subfund, 100019, to the general fund, fund 1000, subfund 100010, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2022, the sum of $250,000.00 is appropriated in Fund 1000 (General Fund), Dept-Div 44-01 (Administration), in object class 03 (Services) per the account codes in the attachment to this ordinance

 

SECTION 5. That the expenditure of $250,000.00 or so much thereof as may be needed is hereby authorized in Fund 1000 (General Fund), Dept-Div 44-01 (Administration) Object Class 03 (Services), per the accounting codes in the attachment to this ordinance.

 

SECTION 6.                     Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.                       That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
