Explanation

This ordinance authorizes the Director of the Department of Technology (DoT) to enter into contracts with Evans Mechwart Hambleton & Tilton (EMH&T) and Woolpert Inc. to provide professional services in support of the Departments of Public Utilities, Neighborhoods and Development’s GIS applications and projects. To procure these services, proposals were solicited via RFQ014195. Ten proposals were received and unsealed on December 16, 2019. A seven-member evaluation committee reviewed and scored the proposals, with EMH&T and Woolpert Inc. receiving the highest scores.

 

On June 1, 2020, contracts with EMH&T and Woolpert Inc. were authorized with passage of Ordinance 1205-2020. Two vendors were selected to ensure maximum flexibility and access to resources by DoT’s customer departments. Both contracts were for one-year with two one-year renewal options. On June 1, 2021, both were renewed for the first time via Ordinance 0927-2021. This ordinance authorizes the second of the two options to renew. The terms of the renewed contracts will be for one year, beginning on June 16, 2022 and ending on June 15, 2023. EMH&T’s renewed contract totals $5,000.00 while Woolpert’s totals $156,000.00.

 

This ordinance also authorizes the expenditure of up to $161,000.00 for the above-described purpose.

 

FISCAL IMPACT

Funds for these contracts are available and budgeted in the requisite direct charge allocations of the Information Services Operating Fund. With passage of this Ordinance, in aggregate, a total of $968,000.00 will have been legislated for these contracts for the above-mentioned purpose. This amount is broken down as follows:

 

Original Ordinance - 1205-2020: $431,000.00

Renewal #1 - Ordinance. - 0927-2021: $376,000.00

Renewal #2 - Ordinance xxxx-2022: $161,000.00

Total - $968,000.00

Title

Body

WHEREAS, on June 1, 2020, ordinance 1205-2020 was passed, authorizing entering into contracts with EMHT and Woolpert Inc. to provide professional GIS services in support of the Departments of Public Utilities, Neighborhoods and Development’s GIS applications and projects; and

 

WHEREAS, both contracts were for one year with two one-year renewal options; and

 

WHEREAS, the Department of Technology wishes to exercise the second of the two renewal options; and

 

WHEREAS, the expenditure of up to $161,000.00 for the above described purpose is authorized from the Department of Technology, Information Services Operating Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Technology to authorize the Director of Technology to renew contracts with EMHT and Woolpert Inc. to provide professional GIS services in support of the Departments of Public Utilities, Neighborhoods and Development’s GIS applications and projects; Now Therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Technology be and is hereby authorized to renew contracts with EMH&T for up to $5,000.00 and Woolpert Inc. for up to $156,000.00 for professional services in support of the Departments of Public Utilities, Neighborhoods and Development’s GIS applications and projects for a period of one year, from June 16, 2022 to June 15, 2023.

 

SECTION 2. That the expenditure of $161,000.00, or so much so much thereof as may be necessary, is hereby authorized to be expended pursuant to the renewed contracts authorized in Section 1 as follows in the attachment to this ordinance. (See 1072-2022EXP)

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or all contract modifications associated with this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
