Explanation

 

BACKGROUND:  Court technology operations are currently being handled by the Franklin County Clerk of Court’s Office of Information Services (OIS) Department with a few exceptions. The need for technology has substantially increased over time. The Court has experienced growth of staff, programs, changes to operating procedures due to the pandemic, and the need to become compliant with new technology standards set by the Ohio Supreme Court. Additionally, the newly proposed Court building will require significant  technology planning and investment to ensure that construction incorporates appropriate technology functions and features. Among many other changes in process and procedure, the Court is moving toward a paperless environment, making the importance of current, reliable, and up-to-date technology and the support of that technology essential to Court operations. All of these reasons support the Court’s critical need to establish an onsite technology staff who will be responsible for managing hardware and software to be self-sufficient from a technology standpoint.

EMERGENCY ACTION:  This ordinance is submitted as an emergency so that needed investments in IT infrastructure can commence without delay.

FISCAL IMPACT: This ordinance authorizes the transfer of $1,107,019.35 between departments within the General Fund; from the Department of Finance and Management to the Franklin County Municipal Court, as well as the Department of Technology Information Services Fund (5100), and Department of Finance and Management’s Citywide Technology for the following expenses:

01-Personnel-FCMC: $220,470.72

02-Equipment-FCMC: $21,000.00

03-Services-FCMC: $207,252.73

03-Services-Finance (Citywide Technology - Indirect Technology Services): $483,638.00

06-Capital-DoT (Purchase and maintenance of switches): $174,657.90

Body

 

WHEREAS, it is necessary for the Franklin County Municipal Court to invest in various personnel, supplies and services related to IT infrastructure in order to maintain and support the operations of the Court; and

WHEREAS, the Franklin County Municipal Court Judges in connection with the Department of Technology conducted an assessment of the information technology needs of the Court and as part of this joint assessment, it was determined that investments in certain personnel, equipment, technology licenses, and technology infrastructure are needed; and

WHEREAS, as part of this technology assessment, it was also determined that the Department of Technology could provide certain components, supplies, and services, based on the capacity of DoT as well as the needs of the Court; and

WHEREAS, in order to provide the necessary fiscal resources for these IT investments, it is necessary to authorize the transfer and appropriation of funds within the General Fund and across departments/divisions; and

WHEREAS, it is necessary to authorize the transfer of $448,723.45 within the General Fund, from the Department of Finance to the Franklin County Municipal Court; and

WHEREAS, it is necessary to authorize the transfer of $483,638.00 within the General Fund, from the Department of Finance, Financial Management Division to the Department of Finance Citywide Technology Division; and

WHEREAS, it is necessary to authorize the transfer of $174,657.90 from the General Fund (Department of Finance) to the Department of Technology Information Services Fund; and

WHEREAS, it is necessary to authorize the appropriation of $483,638.00 within the Department of Technology Information Services Fund; and

WHEREAS, it is necessary to authorize the appropriation of $174,657.90 within the Department of Technology Information Services Fund; and

WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court in that it is immediately necessary to authorize the establishment of a Court Information Technology Special Revenue Subfund for the purpose of supporting the Franklin County Municipal Court Information Technology Department to handle the maintenance of the Courts technology so that needed investments in IT infrastructure can commence without delay, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

SECTION 1That the transfer of $448,723.45 is hereby authorized within the General Fund 1000 from the Department of Finance to the Franklin County Municipal Court, per the accounting codes in the attachment to this ordinance.

SECTION 2That the transfer of $483,638.00 is hereby authorized within the General Fund 1000 from the Department of Finance, Financial Management Division to the Finance and Management Citywide Technology Division, per the accounting codes in the attachment to this ordinance.

SECTION 3That the transfer of $174,657.90 is hereby authorized from the General Fund 1000 (Department of Finance, Financial Management Division) to the Department of Technology Information Services Fund 5100, per the accounting codes in the attachment to this ordinance.

SECTION 4That the appropriation of $483,638.00 is hereby authorized within the Department of Technology Information Services Fund, per the accounting codes in the attachment to this ordinance.

SECTION 5That the appropriation of $174,657.90 is hereby authorized within the Department of Technology Information Services Fund, per the accounting codes in the attachment to this ordinance.

SECTION 6.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  That for the reasons in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
