Explanation

1. BACKGROUND: This Ordinance authorizes the Director of Public Utilities to modify and increase the professional engineering services agreement with Resource International, Inc. for the N. Sixth Street & E. Third Avenue Water Line Improvements, Capital Improvements Project No. 690236-100157, Division of Water Contract No. 2363.

The original agreement (PO229612) was established for the Division of Sewerage and Drainage, Stormwater Section’s Second Avenue Sewer Improvements Project (CIP 611707), which entailed the evaluation and design of new storm sewers including green infrastructure (GI) requirements.

The original scope of work did not envision disturbing the water mains or the street surface above, however, the evaluation of GI alternatives has resulted in a recommendation to replace the full width of the existing brick streets with permeable pavers.

Due to the extent of pavement replacement within the project area the Division of Water has determined it beneficial to modify and increase Stormwater’s current agreement to add work to replace water lines and connected service lines while the pavement is disturbed. Since pavement replacement is a substantial cost to a typical water line replacement project, by installing the water mains as part of this project, rather than doing a future standalone project, the Division can avoid a significant cost.

This project is located in the “47 - Italian Village” community planning area. The extent of the waterline replacement is in N. Sixth St. between E. Second Ave. and E. Fourth Ave. (~ 1200 L.F. of 6” diameter water main to be replaced with 8”) and E. Fourth Ave. between N. Sixth St. and East Alley (~ 200’ of 6” diameter water main).
