Explanation

 

BACKGROUND:  The legislation authorizes the Finance and Management Director to issue a purchase order to Tarazi LLC for the purchase and installation of a commercial water heater for permanent use within the Division of Fire's Training Complex.  The Fire Division is in need of a new commercial water heater at it's Training Complex; the current venerable unit has been in need of multiple repairs and has reached the end of it's useful life.

 

Bid Information:  The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding via Request for Quotation No. RFQ021116.  Two (2) bids were received, both for the specified product/installation, as follows:

 

                     Tarazi LLC                                                                $64,880.00

                     General Temperature Control                     $88,624.00

 

Contract Compliance:  Tarazi LLC (Vendor #031380/ Active C.C.)

 

Emergency Designation:  The Division of Fire requests emergency legislation so that the purchase and installation of said commercial water heater can commence as soon as possible to replace the current unit which has reached the end of it's useful life.

 

FISCAL IMPACT:  Funds exist within the Public Safety Department's Safety Voted Bond Fund, Facility Renovations Project. 

 

Title

 

To authorize and direct the Finance and Management Director to issue a purchase order to Tarazi LLC for the purchase and installation of a commercial water heater for permanent use within the Division of Fire's Training Complex; to authorize the expenditure of $64,880.00 from the Safety Voted Bond Fund; and to declare an emergency.  ($64,880.00)

 

Body

 

WHEREAS, the Division of Fire has an immediate need to replace an existing commercial water heater within it's Training Complex; and,

 

WHEREAS, bids were solicited by the Purchasing Office, with Tarazi LLC submitting the lowest bid; and,

 

WHEREAS, an emergency exists in the usual daily operations of the Division of Fire, Department of Public Safety, in that it is immediately necessary to purchase the aforementioned commercial water heater and the installation thereof to replace the current unit which has reached the end of it's useful life, thereby preserving the public peace, health, property, safety, and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management be and is hereby authorized and directed to issue a purchase order to Tarazi LLC for the purchase and installation of a new commercial water heater for use in the Division of Fire's Training Complex, in accordance with RFQ021116 solicited by the Purchasing Office.

 

SECTION 2.  That the expenditure of $64,880.00 from the Safety Voted Bond Fund is hereby authorized per the account codes in the attachment to this ordinance.

 

SECTION 3. That the City Auditor is authorized to establish proper accounting project numbers, and to make any accounting changes to revise the funding source for any contract or contract modification associated with this ordinance.

SECTION 4.                     That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

SECTION 5.                     That all funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
