Explanation

 

BACKGROUND:

The Franklin County Municipal Court Judges, in cooperation with the Department of Technology, has established an Information Technology Department within the Court (Ord 1108-2022). In order to efficiently respond to the IT needs of the Judges and staff, the Municipal Court has an immediate need to contract with an IT solutions company to secure IT service desk consultants to execute the day to day technology requests of the Judges and Court staff

This ordinance authorizes the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with Proteam Solutions Inc. for two IT service desk technician consultants.

The Court received 3 proposals in response to an informal bid request. Proposals were received from Proteam Solutions (PSI), Insight Global,  and OST - State of Ohio Contract. Proteam Solutions Inc. provided a proposal best able to meet the needs and requirements of the Court.

The Franklin County Municipal Court Administrative and Presiding Judge respectfully asks for a waiver of the competitive bidding requirements of Section 329 because the Court has determined, due to the establishment of the Court IT Department and discontinuation of current services, the Court has an extreme need to obtain service technicians to handle the daily needs of the Judges and staff.

FISCAL IMPACT:  Funds are available within the 2022 General Fund for this purpose. 

 

EMERGENCY:  Emergency legislation is requested to authorize the court to enter into contract and obtain this necessary assistance as soon as possible.

 

 

Title

Whereas, it is necessary to authorize the Administrative and Presiding Judge to enter into this contract with Proteam Solutions to obtain the service desk technicians in order to support the operations of the Court; and

 

WHEREAS, this ordinance is requested as an emergency to permit the timely procurement of needed services; and

 

WHEREAS, it is in the best interests of the City to waive the competitive bidding provisions of the Columbus City Codes; and

 

WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court in that it is immediately necessary to authorize the Administrative and Presiding Judge to contract for service desk consultants with Proteam Solutions Inc. in order to obtain this necessary assistance as soon as possible, thereby preserving the public health, peace, property, safety and welfare; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Administrative and Presiding Judge of the Franklin County Municipal Court be and is hereby authorized to enter into contract with Proteam Solutions, Inc. for the provision of two IT service desk technicians.

 

SECTION 2.  That the expenditure of $112,197.00, or so much thereof as may be necessary, is authorized from the Franklin County Municipal Court.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That this Council finds that it is in its best interest of the City to waive the competitive bidding provisions of City Code to enter into this contract; and

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
