Explanation

 

BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional services agreement with Glaus, Pyle, Schomer, Burns and Dehaven DBA GDP Group, Inc., in the amount of $750,000.00, for General Engineering Services, CIP No. 670868-100001, for the Division of Power.

 

The Division of Power requires professional engineering services to assist Division personnel on multiple infrastructure engineering needs which cannot be provided exclusively by City personnel. Services to be performed under this contract include providing designs to connect new customers, reviewing applications for Joint Use, and designing the work required for the Division to complete in conjunction with the installation of solar components on the power system by NextEra.  There is also design and analysis work that is required relating to the O’Shaughnessy hydro project to ensure that as the new plant comes online it will interconnect properly.  Other work that may be performed on this or subsequent renewals of this General Engineering Services contract include, but may not be limited to, Substation Design, Transmission Line Design, Distribution Line Design, Underground Distribution Design, Equipment Upgrade Program, Grounding Studies, SCADA, Streetlight Design, Power Quality Issues, Development of Bid Packages, Bid Analysis/Technical Reviews, Technical Submittal and request for Information Reviews, Easement Acquisition Services, AutoCAD Drafting, Surveying, Easement Legal Descriptions, Trouble Shooting, Maintenance and Testing Specifications, and Fiber Optic Cable System Design.

ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:  This is a contract for needed supplemental engineering for the Division of Power’s various CIP projects, studies required by OSHA and PERRP i.e. Arc Flash Hazard Analysis, and possibly to reduce backlog of DOP’s routine engineering that may arise from unexpected work force reduction and/or greater than normal workload volume.  As such, it will not have any economic impact, but it will include community outreach if it is used for projects that typically solicit input from the community.

BID INFORMATION:  The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals."  One (1) proposal was received on December 3, 2021 from GPD Group, Inc.  An evaluation committee reviewed the proposal and determined that it met the needs of the Division of Power.

 

The Contract Compliance Number for Glaus, Pyle, Schomer, Burns and Dehaven DBA GDP Group, Inc. is 34-1134715 (expires 5/20/23, Majority, DAX #6560).  Additional information regarding all bidders, description of work, contract time frame and detailed amounts can be found on the attached Information form.

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Glaus, Pyle, Schomer, Burns and Dehaven DBA GDP Group, Inc.

 

FUTURE MODIFICATIONS:  This project will receive modifications in the future as needed/required. It is anticipated that future contract renewals and/or modifications will be required.  It is planned that this agreement will be effective for three (3) years, and be finalized in December of 2025.  Under the terms of this agreement, the City has the right to contract for additional services to fulfill emergency capital improvements related needs subject to the approval of a contract modification by City Council.

 

EMERGENCY DESIGNATION:  Emergency designation is requested in order to meet project deadlines.

 

FISCAL IMPACT:  A transfer within and expenditure of $750,000.00 from the Electricity General Obligation Bond Fund 6303 is needed.  An amendment to the 2021 Capital Improvement Budget is needed to align authority with the expenditure.

Body

 

WHEREAS, one engineering proposal for a professional agreement for General Engineering Services was received on December 3, 2021; and

 

WHEREAS, Glaus, Pyle, Schomer, Burns and Dehaven DBA GDP Group, Inc. was selected for the contract award per the requirements set forth in Columbus City Code Section 329; and

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Utilities to award and execute a professional agreement for General Engineering Services with Glaus, Pyle, Schomer, Burns and Dehaven DBA GDP Group, Inc.; and

 

WHEREAS, it is necessary to amend the 2021 Capital Improvements Budget; and to authorize the transfer within, and expenditure of up to $750,000.00 from the Electricity G.O. Bonds Fund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Power, in that it is immediately necessary to authorize the Director of Public Utilities to enter into a professional engineering services agreement with GPD Group, Inc., in order to meet project timelines, for the preservation of the public health, peace, property and safety;

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities is hereby authorized to enter into a professional services agreement for General Engineering Services, with Glaus, Pyle, Schomer, Burns and Dehaven, DBA GDP Group, Inc., 1801 Watermark Drive, Suite 210, Columbus, OH 43215; in the amount of $750,000.00, in accordance with the terms and conditions of the contract on file in the Office of the Division of Power.

 

SECTION 2. That the transfer within and expenditure of up to $750,000.00 or so much thereof as may be needed, is hereby authorized in Fund 6303, Electricity G.O. Bonds Fund, in Object Class 06, Capital Outlay, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the 2021 Capital Improvement Budget is amended per the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 6.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
