BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Mull & Weithman Architects to provide a complete architectural and engineering design as well as construction administration services for the new Fire Station #36 located at the southeast corner of Harlem Rd & Central College Rd.

The project shall include space planning, design, engineering and construction administration services to build a new fire station. The new fire station will be approximately 25,000 square feet, one (1) story with subgrade lower level, four apparatus bays. The new fire station will include a watch booth, sleeping rooms, kitchen, dayroom, medical storage room, turnout gear room and public EMS room. MEP design will include an external whole house generator, location fire alerting system, direct exhaust capture system and possible solar panel utilization.

The Department of Finance and Management, Office of Construction Management, solicited a request for proposals, which was formally advertised on December 2, 2021.  The City received three (3) responses (0 AS1, 0 FBE, 0 MBE,) as follows:

Mull & Weithman Architects received the highest score by the evaluation committee and will be awarded the Design of Fire Station #36.

 

Mull & Weithman Architects's Contract Compliance No. 31-1635306, expiration date May 14, 2024.

 

Fiscal Impact: This ordinance authorizes an expenditure of $1,795,515.00 from the Safety Voted Capital Fund for Mull & Weithman Architects to complete architectural and engineering design as well as construction administration services for the new Fire Station #36 located at the southeast corner of Harlem Rd & Central College Rd.

WHEREAS, pursuant to a Request for proposals solicited by the Office of Construction Management, three firms submitted proposals on January 14, 2022 and Mull & Weithman Architects received the highest score by the evaluation committee

WHEREAS, the Office of Construction Management is recommending the contract award to Mull & Weithman Architects;

 

WHEREAS, it is necessary to authorize the expenditure of $1,795,515.00 in order for the Office of Construction Management to enter into a contract with Mull & Weithman Architects to complete architectural and engineering design as well as construction administration services for the new Fire Station #36 located at the southeast corner of Harlem Rd & Central College Rd; and

 

WHEREAS, the aggregated principal amount of obligations which the City will issue to finance this project is presently expected not to exceed $1,795,515.00; and

 

WHEREAS, it has become necessary in the usual daily operation of the Finance and Management Department, to authorize the Director of Finance and Management to enter into a contract with Mull & Weithman Architects to complete architectural and engineering design as well as construction administration services for the new Fire Station #36 located at the southeast corner of Harlem Rd & Central College Rd; NOW,THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1. That the Finance and Management Director is hereby authorized to enter into a contract, on behalf of the Office of Construction Management, with Mull & Weithman Architects to complete architectural and engineering design as well as construction administration services for the new Fire Station #36.

 

SECTION 2.  That the expenditure of $1,795,515.00, or so much thereof as may be necessary in regards to the action in SECTION 1, is hereby authorized from the Safety Voted Capital Fund 7701 per the accounting codes in the attachment to this ordinance:

 

SECTION 3. That the monies in the foregoing sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by laws.
