This ordinance authorizes Columbus Public Health to enter into a grant agreement with Kaleidoscope Youth Center in support of the organization’s Community Wellness Initiative.
Kaleidoscope Youth Center (KYC) is the largest and longest standing organization serving LGBTQIA+ youth in the state of Ohio. Since 1994, KYC has been the leader and expert in meeting the needs of and supporting LGBTQIA+ young people in the central Ohio community.
The KYC Community Wellness Initiative is an expansion of KYC’s current programming with an intersectional focus on the emerging mental health and wellness needs of LGBTQIA+ youth and young adults. This initiative works to implement sustainable community based wellness programs that improve the lives of adolescents; identify health conditions and environmental factors that are associated with barriers to wellness, and aid in improving the social determinants of health and wellness as it relates to LGBTQIA+ youth and young adults. Clinical approaches will include trauma informed, wrap-around services to support young people in meeting their basic needs and building a strong sense of self and self-esteem through affirmation and empowerment, and holistic health and wellness activities.
Programming from the KYC Community Wellness Initiative is provided by a wellness practitioner/team, supportive community programming, and resources to collaborate with community partners and providers. The Wellness Practitioner is a licensed professional who provides trauma informed and culturally responsive mental health and emotional support, such as counseling or therapy; and is available for diverse healing and wellness opportunities. Direct mental health services include, trauma informed and culturally responsive mental health and emotional support, such as individual counseling or therapy; with the potential to engage in diverse opportunities such as yoga and other somatic practices. Supportive community programming provides therapeutic group opportunities, such as eating disorder recovery, restorative justice circles, and affinity groups for transgender/non binary youth, as well as youth from Black and Brown communities. Additional services available will include resources and support to survivors of crime, violence, and abuse through partnership and collaboration through statewide organization Buckeye Region Anti Violence Organization (BRAVO).
Emergency action is requested in order to avoid a delay in providing the necessary funding resources for Kaleidoscope Youth Center’s Community Wellness Initiative.
Fiscal Impact: Funding is available within the Health Operating fund.

WHEREAS, since 1994, KYC has been the leader and expert in meeting the needs of and supporting LGBTQIA+ young people in the central Ohio community; and
WHEREAS, The KYC Community Wellness Initiative is an expansion of KYC’s current programming with an intersectional focus on the emerging mental health and wellness needs of LGBTQIA+ youth and young adults; and
WHEREAS, programming from the KYC Community Wellness Initiative is provided by a wellness practitioner/team, supportive community programming, and resources to collaborate with community partners and providers; and
WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to authorize the Board of Health to enter into a grant agreement with Kaleidoscope Youth Center and to appropriate these funds within the Health Operating Fund in order to avoid a delay in providing the necessary funding resources for Kaleidoscope Youth Center’s Community Wellness Initiative, for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Columbus Public Health is hereby authorized to enter into a grant agreement with Kaleidoscope Youth Center in support of the organization’s Community Wellness Initiative.
SECTION 2. That per the action authorized in Section 1 of this ordinance, the expenditure of $100,000.00 in the Health Operating Fund, fund 2250, is hereby authorized per the accounting codes in the attachment to the ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
