To congratulate Basecamp Recovery Center on the opening of their new recovery center in East Columbus and express gratitude for their efforts to help Columbus residents overcome substance abuse addiction

Body

WHEREAS, in 2020, the Ohio Department of Health reported that the rate of overdose deaths reached 42.9 out of 100,000 Ohio residents compared to 61.1 out of 100,000 residents in Franklin County; and
WHEREAS, Basecamp Recovery Center was established in Columbus in August 2020 by emergency-room-trained physicians Drs. Rob Graessle and Bryan Borland, who have sought to implement a community-wide support system to address the chemical dependency, mental health, and co-occurring needs of a medically underserved population in the Greater Hilltop and Franklinton neighborhoods; and
WHEREAS, Basecamp is a community service agency and social enterprise whose mission is to provide quality substance abuse treatment to Central Ohioans and which delivers innovative, comprehensive, evidence-based services that surpass industry standards for patient outcomes; and
WHEREAS, Basecamp staff recognize that alcoholism and drug addiction are treatable diseases, with prevention the optimal outcome, followed by early intervention where appropriate and possible; and
WHEREAS, Harking back to the ER training of its founders, Basecamp welcomes all patients in a manner that recognizes substance abuse addiction as the emergency that it is: without an appointment and regardless of their ability to pay, leading to $1.1 million in uncompensated care since opening in 2020; and
WHEREAS, Basecamp has provided treatment to 1,100 patients since opening during the height of the COVID-19 pandemic, has a proven treatment model to serve the most vulnerable based upon Medicaid reimbursement, and serves as a preferred provider for many county agencies and other local providers; and
