Title: To authorize the Director of Finance and Management to file and submit an application to HUD for a third substantial amendment to the FY 2021 Annual Action Plan in order to cancel the Critical Home Repair Services program and reallocate its budget to the Roofing Repair Services program; to adopt the amendment outlined in the attachment to this Ordinance to the FY 2021 Annual Action Plan; and to declare an emergency.

BACKGROUND:  The City of Columbus (“the City”) U.S. Department of Housing and Urban Development (HUD) 2020-2024 Consolidated Plan combines into a single submission the planning and application aspects of the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs.  This plan represents a continuing commitment to provide decent housing, suitable living environments and expanded economic opportunities over the five-year period. Ordinance Number 2162-2019 adopted and authorized the submission of the 2020-2024 Consolidated Plan. The 2020-2024 Consolidated Plan includes the 2021 Annual Action Plan. The City of Columbus, Department of Finance and Management, Grants Management Section is responsible for completing and submitting Annual Action Plans to HUD.

Funding and community needs have been reassessed by the Department of Development. A third substantial amendment to the Fiscal Year (FY) 2021 HUD Annual Action Plan is required to propose changes to projects and funding allocations for CDBG grant dollars. This Ordinance authorizes the amendment of the 2021 Annual Action Plan to cancel the Critical Home Repair Services program and reallocate its funding to the Roofing Repair Services program.

Emergency action is requested to ensure there is not a lapse in services provided by the Department of Development in its Roofing Repair Services program.

FISCAL IMPACT:  The 2021 Annual Action Plan budget allocated $400,000 to the Critical Home Repair Services program and $445,000 to the Roofing Repair Services program using CDBG monies. After a reassessment of needs, the Department of Development has requested the Grants Management Section cancel CDBG funding for the Critical Home Repair Services program. The $400,000 budget will be reallocated to the Roofing Repair Services program, totaling a budget of $845,000.

Body

WHEREAS, under the provisions as set forth in the various federal statutes authorizing the above programs, the City of Columbus has filed a five-year Consolidated Plan application with the Department of Housing and Urban Development to be used for community development activities; and

WHEREAS, in conjunction with the Consolidated Plan, the City is required to submit a one-year Action Plan including a detailed proposed budget for the various programs covered under the plan; and

WHEREAS, the 2021 Annual Action Plan allocated $400,000 to the Critical Home Repair Services program; and

WHEREAS, the 2021 Annual Action Plan allocated $445,000 to the Roofing Repair Services program; and

WHEREAS, the Department of Development reassessed funding and community needs; and

WHEREAS, a third substantial amendment to the 2021 Annual Action Plan is necessary to cancel the Critical Home Repair Services program and reallocate its $400,000 budget to the Roofing Repair Services program; and

WHEREAS, the Roofing Repair Services program will be budgeted for a total $845,000; and

WHEREAS, the Department of Finance and Management is completing a Citizen Participation process to gather feedback from the public on the FY 2022 Annual Action Plan; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Grants Management Section, in that it is immediately necessary to amend the 2021 Annual Action Plan and reallocate funding to the Roofing Repair Services program to prevent delay in program services;

NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1:  That the City of Columbus hereby adopts the third substantial amendment outlined herein and in the attachment to this Ordinance to the FY 2021 Annual Action Plan.

SECTION 2:  That the Director of Finance and Management, acting on behalf of the City of Columbus, is hereby authorized and directed to file such application with the U.S. Department of Housing and Urban Development.

SECTION 3:  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
