Title: To authorize the Director of Department of Finance and Management to file and submit to the U.S. Department of Housing and Urban Development the FY 2022 Annual Action Plan which implements the third year of the City’s U.S. Department of Housing and Urban Development five-year Consolidated Plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs; and to declare and emergency.

BACKGROUND:  The City of Columbus U.S. Department of Housing and Urban Development (HUD) 2020-2024 Consolidated Plan combines into a single submission the planning and application aspects of the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs.  This plan represents a continuing commitment to provide decent housing, suitable living environments and expanded economic opportunities over the five-year period. Ordinance Number 2162-2019 adopted and authorized the submission of the 2020-2024 Consolidated Plan. As part of the Consolidated Plan's Citizen Participation Plan, The City of Columbus, Department of Finance and Management, Grants Management Section is required to solicit public feedback on planned program activities each year and to complete and submit Annual Action Plans to HUD.

The City of Columbus Department of Finance and Management, Grants Management Section, solicited project proposals for the use of Fiscal Year (FY) 2022 U.S. Department of Housing and Urban Development grant funding in the summer of 2021. Since January of 2022 the City has been moving projects forward based on budgets in the draft FY 2022 Annual Action Plan, as approved by Columbus City Council through Ordinance 3221-2021. The budgets outlined in this summary were developed upon receipt of the FY 2022 funding allocations provided by HUD on May 16, 2022.

 

Emergency action is requested to ensure the City submits the 2022 Annual Action Plan to HUD by its submission due date. 

FISCAL IMPACT:  The City has been awarded a total of $15,411,694 from HUD in grants awards:

CDBG - $7,474,580

HOPWA - $2,274,944

HOME - $5,021,546

ESG - $640,624

The total FY 2022 CDBG budget for eligible activities is $10,067,488. The total budget is made up of the FY 2022 allocation from HUD awarded to the City, a return of funds from HUD, the City’s Revolving Loan Fund, and program income generated from HUD funded programs. 

The total FY 2022 HOME budget for eligible activities is $5,483,982. The total budget is made up of the FY 2022 allocation from HUD awarded to the City and program income generated from HOME funded programs.

Body

WHEREAS, under the provisions as set forth in the various federal statutes authorizing the above programs, the City of Columbus has filed a five-year Consolidated Plan application with the U.S. Department of Housing and Urban Development to be used for community development activities; and

WHEREAS, in conjunction with the Consolidated Plan, the Department of Finance and Management is required to submit a one-year Action Plan to the U.S. Department of Housing and Urban Development, including a detailed proposed budget for the various programs covered under the plan; and

WHEREAS, the U.S. Department of Housing and Urban Development has awarded the City $7,474,580 for CDBG programs, $2,274,944 for HOPWA programs, $5,021,546 for HOME programs, and $640,624 for ESG programs; and

WHEREAS, the Department of Finance and Management is completing a Citizen Participation process to gather feedback from the public on the FY 2022 Annual Action Plan; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Grants Management Section, in that it is immediately necessary to authorize the Director to file and submit the HUD Annual Action Plan with final budgets by its submission due date to the U.S. Department of Housing and Urban Development;

 

NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1:  That the City of Columbus hereby adopts the application and plan, attached hereto, as required by the federal statutes authorizing the FY 2022 Annual Action Plan programs.

SECTION 2:  That the Director of the Department of Finance and Management, acting on behalf of the City of Columbus, is hereby authorized and directed to file such application with the U.S. Department of Housing and Urban Development.

SECTION 3: That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
