Title: To authorize the Director of the Department of Public Utilities to enter into new water and sewer sanitary sewer service agreements with the City of Dublin, Ohio, and to declare an emergency.
Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Public Utilities to enter into new water and sanitary sewer service agreements with the City of Dublin, Ohio.

An existing Economic Development Agreement between Columbus and Dublin is being amended to include additional acres within Franklin County. As a result of this amendment, new water and sanitary sewer service agreements with the City of Dublin, Ohio must be established to include the additional service area and to establish conditions and requirements for the provision of water and sanitary sewer service to the additional area. Emergency action is requested in order to align the timing of execution of the Economic Development Agreement with the water and sanitary sewer service agreements.

FISCAL IMPACT: This legislation involves no direct cost. However, increased revenue will be realized in the future as new water and sanitary sewer services are provided by the City of Columbus Department of Public Utilities to the additional acres in Franklin County.

WHEREAS, the City of Columbus intends to amend an existing Economic Development Agreement with the City of Dublin to expand the Agreement’s new revenue/equity sharing area to include additional acres within Franklin County; and

WHEREAS, in order to service the additional revenue/equity sharing area, new water and sanitary sewer service agreements with the City of Dublin, Ohio are required to include the service area and to establish conditions and requirements for the provision of water and sanitary sewer service to the additional area; and
