Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to modify an existing contract with Midstates Recreation for the 2020 Playground Improvements - Phase 3 Project. The modification amount being authorized by this ordinance is $95,350.47.

 

The 2020 Playground Improvements - Phase 3 Project focuses upon providing safe and accessible play opportunities for children throughout the City. This project includes the removal of playgrounds at Wrexham Park, Cody Park, and Westgate Park. It also includes the full replacement of playgrounds at Northeast Park, Howard Community Center, and the Retreat at Turnberry Shelterhouse. A new playground installation at the Big Walnut Park Shelterhouse is also part of the project. At Whetstone Park, rubberized safety surfacing and underground storm drainage will be repaired and replaced as well.

 

This modification includes the installation of a playground at Driving Park that will be a community install. The Department is requesting to modify an existing construction contract with Midstates Recreation for installation services for the Volunteer Community Build at Driving Park. Additional costs associated with the community build installation of the playground at Driving Park were not anticipated when this project was originally bid. This change is needed as a result of the COVID-19 public health emergency delaying the opportunity to work with the Columbus Blue Jackets. Using this existing contract will provide the most economical and efficient outcome for the added scope. The Playground Improvements at Driving Park are a part of the Columbus Blue Jackets Foundation Grant awarded to the Columbus Recreation and Parks Department to help fund the replacement of two playgrounds per year between 2017 and 2020. The new playground at Driving Park replaces outdated existing playground equipment. The playground will be installed with the assistance of volunteers from the Columbus Blue Jackets and the local Community.

Emergency Justification: Emergency action is requested to ensure that construction stays on schedule and is substantially complete by the end of summer 2022, prior to colder temperatures.

 

Benefits to the Public: Safe and accessible playgrounds are one of the core priorities of the Recreation and Parks Department. The Department monitors the life span of play spaces routinely to make sure that safe and quality equipment is provided to the public.

 

Community Input/Issues: There have been community requests, directly from residents, to provide more up to date equipment that allow for more physical development and socialization. The partnership with the Columbus Blue Jackets will help build a new playground for the community.

Master Plan Relation: This project supports the Recreation and Parks Departments’ Master Plan by providing one of the top needs of the community, which are improvements to neighborhood parks that provide opportunities for fitness and wellness.

 

Fiscal Impact: The expenditure of $ $250,000.22 was legislated for the 2020 Playground Improvements - Phase 3 Project by Ordinance 1330-2020. This ordinance will provide funding that will modify the previously authorized amount by $95,350.47. $95,350.47 is budgeted and available in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract modification. The aggregate total amount authorized, including this modification, is $345,350.69.

To authorize the Director of Recreation and Parks to modify an existing contract with Midstates Recreation for the 2020 Playground Improvements - Phase 3 Project; to authorize the expenditure of $95,350.47 from the Recreation and Parks Voted Bond Fund; and to declare an emergency. ($95,350.47)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to modify an existing contract with Midstates Recreation for the 2020 Playground Improvements - Phase 3  Project; and

 

WHEREAS, it is necessary to authorize the expenditure of $95,350.47 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to modify this contract to ensure that construction stays on schedule and is substantially complete by the end of summer 2022, prior to colder temperatures, all for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to modify an existing contract with Midstates Recreation for the 2020 Playground Improvements - Phase 3 Project.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $95,350.47 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance. 

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof,, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
