Explanation

 

BACKGROUND:  In 2021, the Columbus City Attorney’s Office launched the Project Taillight public safety and crime prevention pilot program. Through this Edward Byrne Memorial Justice Assistance Grant funded pilot, low-income residents have access to free vehicle safety light repairs. These free repair services keep drivers, passengers and pedestrians safer on the roads and help prevent low-income residents from receiving tickets for safety code violations. This pilot is a partnership between the Columbus City Attorney’s Office (CAO) and Columbus Division of Police.

 

To ensure consistent and ready access to quality repair services for program participants, the Columbus City Attorney’s Office worked through Columbus State's Automotive Advisory Board to identify accredited auto shops interested in serving as repair partners for the pilot. Interested parties were vetted to ensure their capacity to meet project terms and requirements as defined by the CAO, the grantor and included in the City of Columbus’ standard service contract. Through this process, CAO entered into contract with Lindsay Honda and Mr. Transmission/Milex Complete Auto Care for repair services.

 

Due to the success of the program, this legislation requests a $15,000.00 modification to Mr. Transmission/Milex Complete Auto Care’s $23,000 contract (PO299839) and to declare an emergency to ensure services continue uninterrupted through the agreed upon project period.

 

FISCAL IMPACT:  This contract modification is funded through a 2021 Department of Justice’s Office of Justice Programs, Bureau of Justice Assistance, Edward Byrne Memorial Justice Assistance Grant sub-award from Franklin County Board of Commissioners’ Office of Justice Policy and Programs (ordinance 1384-2022). There is no fiscal impact to the City Attorney’s general fund.

($15,000.00)

 

Body

 

WHEREAS, the Columbus City Attorney’s Office implemented the innovative Project Taillight public safety and crime prevention pilot giving low-income residents access to free vehicle safety light repair services; and

 

WHEREAS, these repair services keep drivers, passengers and pedestrians safer on the roads and prevent low-income residents from receiving tickets for safety code violations; and

 

WHEREAS, the City Attorney works with local, accredited, vetted repair shops to ensure ready access to quality repairs for program participants; and

 

WHEREAS, the City Attorney engaged Mr. Transmission/Milex Complete Auto Care for repair services and Mr. Transmission/Milex Complete Auto Care has the necessary experience and expertise to provide said service; and

 

WHEREAS, in exchange for said services, the City agreed to pay Mr. Transmission/Milex Complete Auto Care up to $23,000; and

 

WHEREAS, due to the success of the program, this $15,000 modification provides funds needed to ensure services continue uninterrupted through the agreed upon project period; and

 

WHEREAS, the City Attorney’s Office has determined that additional funds are needed for this modification; and

 

WHEREAS, an emergency exists in the usual daily operation of the City Attorney’s Office in that it is immediately necessary to authorize the City Attorney to modify the contract with Mr. Transmission/Milex Complete Auto Care, ensuring Project Taillight services continue uninterrupted through the agreed upon project period described above; all for the immediate preservation of the public health, peace, property, safety and welfare;  NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1. That the City Attorney is hereby authorized to modify the contract entered into on November 9, 2021 with Mr. Transmission/Milex Complete Auto Care to provide repair services for Project Taillight participants increasing the contract amount by $15,000 to an amount not to exceed $38,000. 

 

Section 2. That for the purposes stated in Section 1, the amount of $15,000, or so much thereof as may be necessary, be and is hereby authorized in Fund 2220, per the accounting codes in the attachment to this ordinance.

 

Section 3. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
