Explanation
BACKGROUND: To authorize the Director of Public Utilities to enter into an Indefinite Quantity Agreement Contract with Potomac Testing to provide Electrical Transformer and Switchgear Inspection, Maintenance and Repair Services. The Jackson Pike Wastewater Treatment Plant will use this contract for planned inspections, testing, troubleshooting, maintenance and repair to ensure the correct operation of all components and their interaction for the equipment lifecycle.
The Department of Public Utilities solicited competitive bids for Electrical Transformer and Switchgear Inspection, Maintenance and Repair Services in accordance with the relevant provisions of Chapter 329 (RFQ022101). Four hundred and seventeen (417) vendors were solicited. Three (MAJ) bids were received and opened on July 27, 2022.
After a review of the bids, it was determined that High Voltage Maintenance Corporation was the lowest bidder, however, they failed to submit the required Office of Diversity and Inclusion Goal Requirement forms, therefore, they have been deemed non-responsive.
Therefore, the bid from Potomac Testing was determined to be the most responsive, responsible and best bidder while establishing an Indefinite Quantity Agreement Contract to be utilized on an as needed basis.
The contract will be in effect from the date of execution to and including December 31, 2025, with the option to renew for one (1) additional year.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

WHEREAS, the Department of Public Utilities solicited bids for Electrical Transformer and Switchgear Inspection, Maintenance and Repair Services (RFQ022101); and
WHEREAS, the services to be performed will include planned inspections, testing, troubleshooting, maintenance and repair to ensure the correct operation of all components and their interaction for the equipment lifecycle; and
WHEREAS, three bids were received and opened by the Director of Public Utilities on July 22, 2022; and
WHEREAS, the lowest bidder failed to submit the required Office of Diversity and Inclusion Forms with their response which has deemed them non-responsive to the specifications; and
WHEREAS, the Department of Public Utilities recommends an award be made for all items to the most responsive, responsible and best bidder, Potomac Testing; and
WHEREAS, this contract will be in effect from the date of execution to and including December 31, 2025 and upon mutual agreement of the parties, availability of funds, and approval by the Columbus City Council, this contract can be renewed for one additional year; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director to enter into an Indefinite Quantity Agreement Contract with Potomac Testing for the purchase of Electrical Transformer and Switchgear Inspection, Maintenance and Repair Services; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities be and is hereby authorized to enter into an Indefinite Quantity Agreement Contract for the purchase of Electrical Transformer and Switchgear Inspection, Maintenance and Repair Services with Potomac Testing per the terms and conditions of RFQ022101 on file in the Department of Public Utilities.
SECTION 2. That said firm shall conduct the work to the satisfaction of the Director of Public Utilities.
SECTION 3. That this agreement will be in effect from the date of execution to and including December 31, 2025, and, upon mutual agreement, funds availability, and approval by the Columbus City Council this contract can be renewed for one additional year.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the expenditure of $100,000.00 is authorized in Fund 6100 (Sanitary Sewer-Operating) in object class 03 Services per the accounting codes in the attachment to this ordinance.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
