Explanation                    

1. BACKGROUND: 

This ordinance authorizes the Director of Finance and Management to enter into a contract with Rose K Erich for the purchase and installation of snow plow equipment on seven (7) city supplied trucks for the Department of Public Service.  This equipment will be used by the Division of Infrastructure Management to clear snow from City of Columbus streets and public right of way.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ022515). Registered vendors were solicited and four (4) bids were received. After reviewing the bids, the Division of Infrastructure recommends an award be made to Rose K Erich in the amount of $55,580.00 as the responsive, responsible, best, and lowest bidder.

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Rose K Erich.

 

2.  CONTRACT COMPLIANCE:

Rose K Erich contract compliance number is CC004889 and expires 9/16/2024. 

 

3. FISCAL IMPACT:  Funding for this purchase was budgeted and is available with the Municipal Motor Vehicle License Tax Fund (2266).

 

4.  MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM

These expenditures are being made for equipment and as such do not require MWBE goals to be established.

 

5.  EMERGENCY DESIGNATION

The department requests emergency designation for this legislation so that the snow plows will be purchased and installed and be available for winter operations as quickly as possible.

Body

WHEREAS, the Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ022515); and

 

WHEREAS, the Division of Infrastructure Management recommends an award be made to the responsive, responsible and best bidder, Rose K Erich and

 

WHEREAS, it is necessary to authorize the Director of Finance and Management to enter into a contract with Rose K Erich for the purchase and installation of snow plow equipment in the amount of up to $55,580.00; and

 

WHEREAS, these expenditures are being made for equipment and as such do not require MWBE goals to be established; and

WHEREAS, an emergency exists in the usual daily operations of the Department of Public Service in that it is immediately necessary to authorize the Director of Finance and Management to enter into a contract with Rose K Erich in accordance with the terms, conditions and specifications of Solicitation Number RFQ022515 on file in the Purchasing Office, so that the snow plows will be available for winter operations thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management be and is hereby authorized to establish a contract with Rose K Erich for the purchase and installation of snow plow equipment for the Division of Infrastructure Management in accordance with RFQ022515 specifications on file in the Purchasing Office.

 

SECTION 2.  That the expenditure of $55,580.00, or as much thereof as may be needed, is hereby authorized in Fund 2266, the Municipal Motor Vehicle License Tax Fund, Dept-Div 5911 (Division of Infrastructure Management) in Object Class 06 (Equipment) per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 5. That for reasons stated in the preamble hereto, where is hereby made a part hereof, this ordinance is hereby declared an emergency measure, which shall take effect and be in force from and after its passage and approved by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
