Background

This legislation authorizes the Director of Public Utilities to enter into a contract with Quality Lines, Inc., in the amount of $600,000.00, for Power Distribution Installation and Restoration for the Division of Power. This work consists of providing labor and equipment for removing and setting poles, installing and removing conductors and other such work as necessary at various locations within the Columbus Electric System on an as needed basis. Funds in the amount of $2,000.00 will also be encumbered with the Department of Public Service for Prevailing Wage Services.

The Department of Public Utilities solicited competitive bids for Power Distribution Installation and Restoration in accordance with the relevant provisions of Section 329 (RFQ022625). Three hundred and seventy eight (378) vendors were solicited. Five bids were received and opened on September 7, 2022.

After a review of the bids, the Division of Power recommends an award be made to Quality Lines, Inc. as the overall lowest responsive, responsible and best bidder. Quality Lines, Inc. also meets the 10% MBE/WBE goals.

The contract will be in effect from the date of execution to and including October 31, 2023 with the option to renew for two additional one year periods. If unforeseen issues or difficulties are encountered that would require additional funding, a modification would be required.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

EMERGENCY DESIGNATION: This ordinance is being submitted as an emergency in order to avoid a lapse in service.

FISCAL IMPACT: $602,000.00 is budgeted and needed for this purchase.
