Explanation

This legislation authorizes the Director of the Department of Development to enter into a not-for-profit service contract with the Greater Columbus Arts Council (GCAC) in an amount up to $250,000.00 for the creation of a Columbus Public Art Master Plan.

 

The purpose of the Public Art Master Plan will be to set a vision and develop a clear set of community-informed goals, policies and objectives to provide guidance for GCAC, the City of Columbus, the Columbus Art Commission, and other community stakeholders regarding the development, improvement, and enhancement of public art and cultural arts programs in the community. This Plan will cast a bold vision to catalyze the creation of more public art in public spaces in Columbus, and serve as a tool to guide the community in arts planning for the short-term (5-year) and long-term (10-year) basis. This process will include a comprehensive inventory of public art, robust and equitable community engagement, an analysis of current and forecasted needs and recommendations for implementation strategies. This will be the first public art master plan for the city of Columbus, Ohio.

 

Greater Columbus Arts Council (GCAC) will administer the project funding. GCAC works to support and advance the arts and cultural fabric of Columbus. GCAC funds artists and arts organizations and provides marketing services for local artists and organizations. It has maintained a Standards of Excellence designation with the Ohio Association of Nonprofit Organizations since 2008. 

 

These services provided by GCAC cannot be provided by existing City employees because these services are beyond the City’s current staffing capacity to provide.

 

Contract Compliance:  the vendor number is 004367 and expires 06/23/23.

 

Fiscal Impact:  Funding is available in the Neighborhood Economic Development fund (2237).

WHEREAS, the Department of Development desires to enter into a not-for-profit service contract with the Greater Columbus Arts Council (GCAC) in an amount up to $250,000.00 for the creation of a Columbus Public Art Master Plan; and

 

WHEREAS, the purpose of the Public Art Master Plan will be to set a vision and develop a clear set of community-informed goals, policies and objectives to provide guidance for GCAC, the City of Columbus, the Columbus Art Commission, and other community stakeholders regarding the development, improvement, and enhancement of public art and cultural arts programs in the community; and

 

WHEREAS, the Plan will cast a bold vision to catalyze the creation of more public art in public spaces in Columbus, and serve as a tool to guide the community in arts planning for the short-term (5-year) and long-term (10-year) basis; and

 

WHEREAS, this process will include a comprehensive inventory of public art, robust and equitable community engagement, an analysis of current and forecasted needs and recommendations for implementation strategies and will be the first public art master plan for the city of Columbus, Ohio; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Development to authorize the Director to execute a not-for-profit service contract with the Greater Columbus Arts Council;  NOW THEREFORE

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Department of Development is authorized to enter into a not-for-profit service contract with the Greater Columbus Arts Council (GCAC) in an amount up to $250,000.00 for the creation of a Columbus Public Art Master Plan.

SECTION 2. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2022, the sum of $250,000.00 is appropriated in Fund 2237 (Neighborhood Economic Development Fund), Dept-Div 44-01 (Administrative Division), in object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That for the purpose as stated in Section 1, the expenditure of $250,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2237 (Neighborhood Economic Development Fund), Dept-Div 44-01 (Administrative Division), in object class 03 (Services) per the accounting codes in the attachment to this ordinance.

 

SECTION 4.                     That this contract is awarded in accordance with the relevant provisions of City Code Chapter 329 relating to not-for-profit service contracts.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
