Explanation

 

BACKGROUND:  This ordinance authorizes the Director of the Department of Public Safety, on behalf of the Division of Support Services, to enter into a contract with Motorola Solutions Inc. for the ongoing support of the Motorola P1/CAD system.  This maintenance/support contract will provide the technical assistance, cyber monitoring, and upgrade to the various software components utilized by the system. The Motorola P1/CAD was purchased and brought online in 2017. It is a CAD system where the location functionality is utilized by being tied to the radio system in order to provide location of a radio in the event a first responder is in distress or trouble. When the emergency button is depressed on a radio, this system picks up the emergency and then utilizes the radio’s GPS coordinates to display the location on a map screen in dispatch. Dispatch can then monitor the location of the radio and track it in the event of a foot chase or similar event. Dispatch can also find a radio using the system. The system is utilized by both police and fire. The system is currently under a 5 year support and warranty agreement that will expire at the end of 2022. With the expiration of the support and warranty approaching, Support Services is in need of a support contract with Motorola to ensure the continuation of technical assistance, cyber monitoring, and upgrades to various software utilized by this system.

 

Bid Information: This purchase is being executed in accordance with the sole source provisions of Chapter 329 of the Columbus City Code. The ongoing maintenance and support of the existing system requires proprietary software and infrastructure owned by Motorola Solutions Inc.  No other vendor has access to Motorola source code and Motorola has not authorized any dealer or other party to obtain such access.

Emergency Designation: Emergency designation is requested to ensure the continued operation and maintenance of the P1/CAD system.

 

FISCAL IMPACT:  This ordinance authorizes the transfer between object classes and the expenditure of up to $239,338.00 with Motorola for maintenance and support and upgrade of the Motorola P1/CAD system.

Body

WHEREAS, the Division of Support Services has a need to enter into contract with Motorola for the ongoing maintenance, support, and upgrade of the Motorola P1/CAD system; and,

 

WHEREAS, Motorola is the only known company that can provide the maintenance and support for these systems; and,

 

WHEREAS, the contract is being entered into under the Sole Source Provision of Chapter 329 of the Columbus City Codes; and,

 

WHEREAS, it is necessary to authorize the transfer of $239,338.00 between object classes and the expenditure of $239,338.00 in order to maintain the system. 

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Public Safety, Division of Support Services, in that it is immediately necessary to authorize the Director to enter into contract with Motorola Solutions Inc. to ensure the continued operation and maintenance of the Motorola P1/CAD system, thereby preserving the public peace, health, property, safety, and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Safety be and is hereby authorized and directed to enter into contract with  Motorola Inc. for the ongoing maintenance, support, and upgrade of the Motorola P1/CAD system, in the amount of $239,338.00.

 

SECTION 2.                     That the transfer of $239,338.00, or so much there of as may be necessary be necessary be and is hereby authorized per the accounting codes in the attachment to this ordinance. 

 

SECTION 3.  That the expenditure of $239,338.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized from per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That the above contract is hereby made in accordance with the Sole Source procurement provisions of Chapter 329 of the Columbus City Code.

 

SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
