Explanation

 

BACKGROUND

This legislation authorizes the Director of the Department of Development to enter into a Grant Agreement, in an amount up to $82,000.00, with 1DivineLine2Health, a non-profit entity, to build a multiple-purpose room in the Hilltop creating a safe space for clinicians to meet with clients, storage for outreach and youth events, and a warming/cooling center for those in need.

                     

1DivineLine2Health is a community driven organization. In addition to their morning and afternoon outreach work across the West side, they are initiating evening outreach events and programming.  1DivineLine2Health serves our residents experiencing homelessness, victims of human trafficking, and at-risk youth.  Additional programming includes planting flowers, fruits, and veggies in our Hilltop Butterfly Garden, as well as, “Camping In the Hood is Good” event where neighborhood children experience a real camping event under the Columbus blue sky.

 

Funding for this organization will be used to build a multiple-purpose room providing a safe space for clinicians to meet with clients, storage for outreach and youth events, and a warming/cooling center for those in need.

 

 

FISCAL IMPACT:  Funding is available in 2022 Capital Improvement Budget.

 

CONTRACT COMPLIANCE:  The vendor number is 032136 and expires 9/29/2024

Body

 

WHEREAS, 1DivineLine2Health is a community driven organization providing outreach services supporting the Hilltop and west side communities; and

 

WHEREAS, 1DivineLine2Health serves our residents experiencing homelessness, victims of human trafficking, and at-risk youth; and

                     

WHEREAS, in addition, 1DivineLine2Health provides additional programming including planting flowers, fruits, and veggies in their Hilltop Butterfly Garden; and

 

WHEREAS, 1DivineLine2Health desires to build a multiple-purpose room in the Hilltop creating a safe space for clinicians to meet with clients, storage for outreach and youth events, and a warming/cooling center for those in need; and

 

WHEREAS, the Department of Development would like to support the project with a capital grant of $82,000 for construction of the multiple-purpose room; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Development to authorize the Director to enter into a grant agreement with 1DivineLine2Health; NOW THEREFORE

                     

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

SECTION 1.  That the Director of Development be and is hereby authorized to enter into a Grant Agreement, in an amount up to $82,000.00 with 1DivineLine2Health to build a multiple-purpose room in the Hilltop creating a safe space for clinicians to meet with clients, storage for outreach and youth events, and a warming/cooling center for those in need.

                                          

SECTION 2.  That for the purpose as stated in Section 1, the expenditure of $82,000.00, or so much thereof as may be necessary, is hereby authorized in fund 7739 (Development Taxable Bond Fund), Project 782003-100000, Dept. 44-10 (Housing), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
