Explanation
Background: This ordinance authorizes the Finance and Management Director to modify a non-profit service contract with Impact Community Action for continuation of the Clean Clothes Initiative. This program provides energy-efficient appliances (Washer/Electric Dryer units) to low/moderate income residents who are at are below 200% of the federal poverty guideline in Franklin County to help reduce the energy burden in their home. The Clean Clothes Initiative will target current IMPACT customers who already have a high energy burden. Program demand from residents has exceeded the previously allocated funding and additional funds are need to further support equitable residential energy efficiency in our opportunity neighborhoods.
The original contract was entered into pursuant to Ordinance 1104-2022, passed by City Council on May 5, 2022. Additional funding is needed to support this program.

WHEREAS, Ordinance 1104-2022 authorized the Department of Finance and Management to enter into contract with Impact Community Action for the Empowered! Program, Weatherization Assistance Program, and the Clean Clothes Initiative; and
WHEREAS, the Clean Clothes Initiative provides energy-efficient appliances (Washer/Electric Dryer units) to low/moderate income residents who are at are below 200% of the federal poverty guideline in Franklin County to help reduce the energy burden in their home; and
WHEREAS, program demand from residents has exceeded the previously allocated funding and additional funds are need to further support equitable residential energy efficiency in our opportunity neighborhoods; and
WHEREAS, Impact Community Action is a non-profit organization with a mission to fight poverty by providing hope inspiring help and real opportunities for self sufficiency; and
WHEREAS, IMPACT Community Action will provide energy efficient appliance replacement and upgrades for residents below 200% of the Federal Poverty Line; and
WHEREAS, this contract is awarded pursuant to provisions relating to non-profit services of City Code Chapter 329.30; and
WHEREAS, it has become necessary in the usual daily operation of the Finance and Management Department to authorize the Director to modify a contract with Impact Community Action so that additional funds can be provided to further support equitable residential energy efficiency in our opportunity neighborhoods, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
SECTION 1. That the Director of the Department of Finance and Management is hereby authorized to modify a non-profit service contract with Impact Community Action for continuation of the Clean Clothes Initiative.
SECTION 2. That the expenditure of $400,000.00, or so much thereof as may be needed in regard to the action authorized in Section 1, is hereby authorized from the Sustainable Columbus Fund 2260 in object class 03 Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That this contract is awarded in accordance with the relevant provisions of Columbus City Code Chapter 329.30 relating to awarding not-for-profit service contracts.
SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
