BACKGROUND:
The City of Columbus (the City) was awarded $16,433,138.00 of U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program, American Rescue Plan (HOME-ARP) funding to provide homelessness assistance and supportive services in Columbus. The City is required to conduct planning in advance of committing funding to HOME-ARP eligible projects. Metric Consulting, LLC has been assisting the Department of Finance and Management with the consultation of housing provider agencies and service providers to identify unmet needs and gaps in the City’s housing and service delivery systems. This planning effort will influence the project selection for the remaining City of Columbus HOME-ARP allocation.
Ordinance 1106-2022 authorized the Director of Finance and Management to enter into a professional services contract with Metric Consulting, LLC for the HOME-ARP Consultation and Assessment Project in the amount of $134,040.00.
This ordinance is needed to authorize the Director of the Department of Finance and Management to modify the aforementioned contract to extend the time period of the contract due to project delays.
FISCAL IMPACT: There is no additional funding required for this extension.

Body
WHEREAS, as part of the City’s HOME-ARP allocation plan the City is required to complete an assessment of the unmet needs of HOME-ARP qualifying populations; and
WHEREAS, the Department of Finance and Management utilized a Request for Proposals (RFP) process to identify and assess qualified firms for the HOME-ARP Consultation and Assessment Project; and
WHEREAS, proposals were submitted in response to RFQ020766 in accordance with the relevant provisions of Chapter 329 of City Code pertaining to professional services contracts, through which process Metric Consulting LLC received the highest overall score from the RFP committee for the HOME-ARP Consultation and Assessment Project; and
WHEREAS, it became necessary in the usual daily operation of the Department of Finance and Management to authorize the Director of Finance and Management to enter into a contract with Metric Consulting, LLC, in accordance with the terms, conditions and specifications of Solicitation Number: RFQ020766 on file in the Purchasing Office; and
WHEREAS, through Ordinance 1106-2022, Council authorized the Director of Finance and Management to enter into a professional services contract with Metric Consulting, LLC; and
WHEREAS, through Ordinance 1106-2022, Council authorized the expenditure of up to $134,040.00 from Fund 2201, as amended by Ordinance 2166-2022; and
WHEREAS, the term of the contract provided a time period commencing June 1, 2022 and ending November 30, 2022; and
WHEREAS, it is necessary to authorize the Director of Finance and Management to extend this contract for an additional period due to unforeseen project delays; and
WHEREAS, no additional funding is required for these extensions; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the Director to extend this contract so that Metric Consulting, LLC will have the ability to continue assisting the Department of Finance and Management with the consultation of housing provider agencies and service providers to identify unmet needs and gaps in the City’s housing and service delivery systems and avoid disruption in providing such services, for the immediate preservation of the public health, peace, property, safety and welfare.
NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management is hereby authorized to modify the Metric Consulting, LLC contract to extend the time period to May 31, 2023.
SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
