Explanation

 

Background:

 

Community Development for All People’s (CD4AP) South End Café project, located at 1951 Parsons Avenue, is a social enterprise designed to provide good-paying jobs to those who are having a hard time finding employment, such as formerly incarcerated citizens and those who have been out of the workforce for an extended period of time.

 

Seven Baskets Community Development Corporation’s (Seven Baskets) Youth Services program, located on the east side of Columbus, provides in-person tutoring, after-school programs, family events, and school supplies to students in partnership with Columbus City Schools.

 

Ordinance 3221-2021 authorized the Department of Finance and Management to appropriate and expend $35,134.00 of the United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funding through the Community Development for All People South Side Cafe subaward agreement and $18,790.00 of HUD CDBG funding through the Seven Baskets Community Development Corporation Youth Services subaward agreement.

 

This ordinance is needed to authorize the Director of the Department of Finance and Management to modify the two aforementioned subaward agreements to extend the time period of the agreements due to project delays.

 

Fiscal Impact: There is no additional funding required for this extension.

Body

 

WHEREAS, the City is supportive of Community Development for All People’s mission to provide employment opportunities and expand healthy, affordable food access for families living in the South Side community; and

 

WHEREAS, the City is supportive of Seven Baskets Community Development Corporation’s mission to be a catalyst for breaking the cycle of generational poverty through educational programs and community engagement; and

 

WHEREAS, in December 2021, through Ordinance 3221-2021, Council authorized the Director of Finance and Management to appropriate CDBG funds and enter into subaward agreements with CD4AP for $35,134.00 and Seven Baskets for $18,790.00; and

 

WHEREAS, the terms of both agreements provided a time period commencing January 1, 2022 and ending December 31, 2022; and

 

WHEREAS, it is necessary to authorize the Director of Finance and Management to extend these agreements for an additional year due to unforeseen project delays; and

 

WHEREAS, no additional funding is required for these extensions; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the Director to extend these agreements so that the Subrecipients will have the ability to continue their projects, avoid disruption in services, and allow grant funds to continue to be available to the Subrecipients; now therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management is hereby authorized to modify the CD4AP and Seven Baskets subaward agreements to extend the end date from December 31, 2022 to December 31, 2023.

 

SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Codes.

 

SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
