Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Healthy Connections for the Shadeville Nursery Loading Area Improvements Project. The contract amount is $69,465.00, with a contingency of $5,500.00, for a total of $74,965.00 being authorized by this ordinance.

The goal of this project is to install a new mulch loading area at Shadeville Nursery in order to increase efficiencies for forestry processes. A pad and push wall will be installed and used to house mulch for use during city-wide tree installations and other uses of mulch throughout the department. Installing this pad will benefit the nursery staff by reducing the damage done to the ground below and around the mulch pile. It will also create an area that minimizes waste that is a result of mulch getting contaminated with mud and other debris from direct ground contact. Along with these improvements, the proposed mulch storage area will increase the productivity of the nursery staff by allowing them easier access to the mulch. It is the desire of the Recreation and Parks Department to finish construction by May 2023.

Vendor Bid/Proposal Submissions (ODI designation status):

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on October 11, 2022 and received by the Recreation and Parks Department on November 1, 2022. Bids were received from the following companies:

Healthy Connections (MBE): $69,465.00
Pummell Constructions (MAJ): $94,110.00
Central Contractors LLC (MBE): $63,000.00 - Bid was submitted late and could not be accepted

After reviewing the bids that were submitted, it was determined that Healthy Connections was the lowest and most responsive bidder. Healthy Connections and all proposed subcontractors have met code requirements, pursuant to relevant sections of Columbus City Code Chapter 329.
