Title: To authorize the Director of Finance and Management to submit an application to the State of Ohio for $500,000.00 of CDBG-CV funds; to authorize the City to enter into a Grant Agreement with the State of Ohio; to authorize the City to enter into a Subrecipient Agreement - NFP Service Contract with Sanctuary Night; to authorize the appropriation and expenditure of $500,000.00 in CDBG-CV funds from Fund 2248; and to declare an emergency ($500,000.00).

BACKGROUND: The State of Ohio received $55.8 million in the second and third allocation of the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG-CV) funds through the Coronavirus Aid Relief and Economic Security Act (CARES Act). Residual funds will be administered by the Ohio Department of Development’s Office of Community Development (OCD). OCD will use these funds for public services and public facilities projects to prevent, prepare for, and respond to coronavirus in both HUD entitlement and non-entitlement communities.
The City of Columbus, a HUD entitlement community, intends to apply for $500,000.00 from the State of Ohio’s CDBG-CV funding to grant to Sanctuary Collective (d.b.a. "Sanctuary Night)", a non-profit in Columbus serving low-income and homeless individuals in need of harm reduction services. Sanctuary Night is located at 1195 Sullivant Avenue. Sanctuary Night will utilize CDBG-CV funding from the State of Ohio for Phase II of the “Getting to 24/7” Program. In July 2022, the City of Columbus partnered with Sanctuary Night to develop Phase I of the “Getting to 24/7” Program. There is a current subaward agreement between the City and Sanctuary Night in the amount of $100,000.00 funded with the City’s HUD CDBG-CV allocation.
Upon approval of the application for State CDBG-CV funds, the City will enter into a Grant Agreement with the State of Ohio to accept the funding award. The City will also enter into a Subrecipient Agreement- NFP Service Contract with Sanctuary Night to award funds and stipulate performance measures and requirements.
The services provided by Sanctuary Night require expertise that cannot be provided by existing city employees.
FISCAL IMPACT: $500,000.00 will be made available from the State’s CDBG-CV funding, upon approval of a grant application, which will be granted to the City for Sanctuary Night's Phase II of the “Getting to 24/7” Program. These funds will be appropriated and expen...
