Explanation

This ordinance authorizes the Director of the Department of Technology (DoT) to enter into a contract with RSM US LLP, registered as Mcgladrey, LLP, for IT and Cybersecurity Products and Services. On December 6, 2021, ordinance number 3011-2021 was passed by City Council, authorizing “the City Auditor to set up a certificate in the amount of $2,500,000.00 to implement a comprehensive Cyber Security program.” With the passage of 3011-2021, certificate ACPO007164 totaling $2,500,000.00, was established, thus ensuring the availability of funds for the eventual implementation of the above-named Cybersecurity program.

 

In July of 2022, and in accordance with Columbus City Codes section 329.27, the Department of Technology (DoT) solicited requests for statements of qualifications via RFQ022363 for IT and Cybersecurity Products and Services. A five (5) member evaluation committee representing the City Auditor’s Office, Public Utilities, Finance and Management, Public Safety and Technology evaluated and scored statements of qualification. The top five (5) scoring offerors were then asked to submit technical proposals. These offerors were as follows:

 

1.                     RSM

2.                     CAI

3.                     Crowe

4.                     Plante Moran

5.                     Deloitte

 

Following submission of their technical proposals, the five above-named offerors were then given the opportunity to revise their proposals by providing an addendum and revised costs. The committee then ranked the revised technical proposals in accordance with subsection (g). As a result of this process, DoT awarded the contract to RSM for IT and Cybersecurity Products and Services.

 

This ordinance authorizes the Director of the Department of Technology (DoT) to enter into a contract with RSM US LLP, for IT and Cybersecurity Products and Services for a period 3 years from the date of a confirmed purchase order at a cost not to exceed $2,500,000.00.

 

This IT and Cybersecurity Products and Services contract will provide the City with cybersecurity capabilities necessary to identify, prioritize and mitigate a wide range of risks related to the City’s use of IT. The contract will be used to assess current practices against best practice, to identify and prioritize gaps that introduce cyber-risks, and to develop and execute strategies, road maps and corrective action plans for managing risks. The contract will also provide a software solution to capture project data and manage on-going activities necessary to reduce risk and comply with current mandates (such as IRS 1075, PCI DSS, HIPAA and LEADS) and emerging requirements (such as those related to City bond ratings).

 

Subject to mutual agreement and the approval of proper City authorities, the agreement can be renewed for two (2) additional one-years terms.

 

This ordinance also authorizes the expenditure of up to $2,500,000.00 for the above-described products and services.

 

 

FISCAL IMPACT

With passage of ordinance 3011-2021, ACPO007164 was established in the amount of $2,500,000.00.  This ordinance authorizes the expenditure of up to that amount.

Body

WHEREAS, on December 6, 2021, ordinance number 3011-2021 was passed by City Council, which authorized the City Auditor to set up a certificate in the amount of $2,500,000.00 for implementation of a comprehensive Cyber Security program; and

 

WHEREAS, with passage of 3011-2021, certificate ACPO007164 totaling $2,500,000.00, was established, thus ensuring the availability of funds for the eventual implementation of the above-named Cybersecurity program; and

 

WHEREAS, in July of 2022, and in accordance with Columbus City Codes section 329.27, the DoT solicited requests for statements of qualifications via RFQ022363 for IT and Cybersecurity Products and Services; and

 

WHEREAS, RSM US LLP was selected as the best, responsive submission; and

 

WHEREAS, the Director of the Department of Technology desires to enter into a contract with RSM US LLP, for IT and Cybersecurity Products and Services for a period 3 years from the date of a confirmed purchase order at a cost not to exceed $2,500,000.00; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Technology to authorize the Director to enter into contract RSM US, LLP for IT and Cybersecurity Products and Services; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of the Department of Technology be and is hereby authorized to enter into a contract with RSM US LLP, registered as Mcgladrey, LLP, for IT and Cybersecurity Products and Services for a period of three (3) years from the date of a confirmed purchase order by the City Auditor’s Office at a cost of up to $2,500,000.00.

 

SECTION 2. That the expenditure of up to $2,500,000.00, or so much thereof as may be necessary, is hereby authorized to be expended as follows in the attachment to this ordinance. (See attachment 0260-2023EXP).

 

SECTION 3: That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4: That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5: That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
