Title: To authorize the Director of the Department of Development to enter into an Economic Development Agreement with the Village of Lockbourne for the purpose of expanding the growth area within the formerly exclusive Columbus Growth area such that the Village of Lockbourne will have the right to annex property in the area and the City of Columbus and the Village of Lockbourne would share the income tax revenue generated within a portion of the Lockbourne Expansion, designated as the Revenue Sharing Areas; and to declare an emergency.

Explanation

 

BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into an Economic Development Agreement with the Village of Lockbourne.  The purpose of the agreement is for an expanded growth area within the formerly exclusive Columbus Growth area such that the Village of Lockbourne would have the right to annex property in the area.  The ordinance also authorizes the Director of Development to enter into an Economic Development Agreement with the City of Lockbourne for the purpose of sharing income tax revenue generated within a portion of the Lockbourne Expansion, designated as the Revenue sharing Area.

 

The City of Columbus and the Village of Lockbourne recognize the importance of planning for future growth of the two communities and working cooperatively on issues relating to economic development as well as to utilize community resources to provide for responsible growth and development opportunities beneficial to both Columbus and Lockbourne. 

 

Emergency action is requested to allow the City of Columbus and the Village of Lockbourne to enter into an Economic Development Agreement to provide uninterrupted services in the promotion of economic development.   

 

 

FISCAL IMPACT: No funding is required for this legislation.

Body

 

WHEREAS, the City of Columbus and the Village of Lockbourne would like to enter into an Economic Development Agreement for the purpose of expanding the exclusive Columbus Growth area such that the Village of Lockbourne would have the right to annex property in the area; and

         

WHEREAS, the City of Columbus and the Village of Lockbourne would also share the income tax revenue generated within a portion of the Lockbourne Expansion, designated as the Revenue Sharing Area; and

 

WHEREAS, the City of Columbus and the Village of Lockbourne acknowledge the public purpose and value to both communities in cooperating in the development of Central Ohio; and in sharing financially in the region’s economic growth and prosperity; and

 

WHEREAS, the City of Columbus and the Village of Lockbourne recognize the importance of planning for future growth of the two communities and of working cooperatively on issues relating to economic development as well as to utilize community resources to provide for responsible growth and development opportunities beneficial to both Columbus and Lockbourne; and 

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to enter into an Economic Development Agreement with the Village of Lockbourne for the purpose of expanding the exclusive Columbus Growth area such that Village of Lockbourne would have the right to annex property in the area and  to allow the City of Columbus and the Village of Lockbourne to share income tax revenue generated within a portion of the Lockbourne Expansion Area, designated as the Revenue Sharing Area; such immediate action being necessary for the preservation of the public health, peace, property, safety and welfare; Now, Therefore,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

SECTION 1.                     That the Director of the Department of Development is authorized to enter into an Economic Development Agreement with the Village of Lockbourne, Ohio for the purpose of expanding the exclusive Columbus Growth Area such that the Village of Lockbourne would have the right to annex property in the area and to allow the City of Columbus and the Village of Lockbourne to share income tax revenue generated within a portion of the Lockbourne Expansion Area, designated as the Revenue Sharing Area

 

SECTION 2.                     For the reasons stated in the Preamble hereto, which is hereby made a part hereto, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor or ten days after the passage if the Mayor neither approves nor vetoes the same.
