BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTCs) for the option to purchase Lawn Mowing Services with Distinctive Lawn and Landscape, LLC and WAQ, Inc. dba Southwest Lawn. The contracts will be primarily used by the Department of Public Utilities, as well as other City agencies. The contracts will provide uniform grass cutting, curbing, edge trimming, and other lawn mowing services needed at City properties. The term of the proposed option contract would be approximately three (3) years, expiring February 28, 2026, with the option to renew for two (2) additional one year periods. The Purchasing Office opened formal bids on December 15, 2022. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO002025.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ023405). Six (6) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Distinctive Lawn and Landscape, LLC, CC#023659 expires 7/26/2023, Floodwall - Items 1-20; NE Zone - Items 21-60, $1.00
WAQ, Inc. dba Southwest Lawn, CC#005622 expires 11/10/2024, NW Zone Items 61-105, SE Zone - Items 106-141 and SW Zone Items 142-175, $1.00
Total Estimated Annual Expenditure: $175,000.00, Public Utilities, primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance to ensure that the new contract is readily available in preparation for lawn mowing services to be provided at City locations.
