Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Snider Recreation for the 2021-2022 Playground Improvements - Phase 1 - CIP Project. The contract amount is $1,067,000.00, with a contingency of $108,000.00, for a total of $1,175,000.00 being authorized by this ordinance.

The 2021-2022 Playground Improvements - Phase 1 - CIP Project is focused upon providing safe and accessible play opportunities for children throughout the City of Columbus. This Phase will replace five playgrounds at Brevoort, Portman, Three Creeks, Whetstone, and Woodward Parks. All of the playgrounds being replaced are beyond their service life. These playgrounds will be replaced with new equipment and safety surfacing, which will substantially improve accessibility and opportunities for play. One of the five playgrounds, Three Creeks Park Playground, will be specially improved to a universally accessible playground with a shade structure to encourage inclusiveness. The project is anticipated to start in the spring of 2023 and be completed in fall 2023.

Vendor Bid/Proposal Submissions (ODI designation status):

Bids were advertised through Vendor Services, in accordance with City Code Chapter 329, on November 2, 2022 and received by the Recreation and Parks Department on November 23, 2022. Bids were received from the following companies:

Snider Recreation (MAJ): $1,067,000.00
Tyevco (MAJ): $1,178,951.00

After reviewing the bids that were submitted, it was determined that Snider Recreation was the lowest and most responsive bidder. Snider Recreation and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.
