Explanation

 

BACKGROUND:  The Office of CelebrateOne has been awarded a grant from Franklin County Department of Job and Family Services (FCDJFS) with $400,000.00 originating from the US Department of Health and Human Services (G402301) and $400,000.00 from FCDJFS general fund (G402302).   This ordinance is needed to accept and appropriate $800,000.00 in grant monies for (1) communication and marketing campaigns designed to encourage safe sleep practices and to increase enrollment in home visiting services; (2) neighborhood initiatives focused on teen reproductive health education; and (3) safe sleep survival kits with cribs for the period of October 1, 2022 through September 30, 2023. 

 

On average, one baby dies every other week in Franklin County due to unsafe sleep practices. Many of these deaths could be prevented by following the ABCs of infant safe sleep - that babies should sleep Alone, on their Backs, and in an empty Crib, every night, every nap, every time. The allocated funding will help in the efforts to reduce sleep related deaths in Franklin County through an educational marketing campaign, to increase enrollment in home visiting services, to fund the Columbus Health Department’s Cribs for Kids program which distributes cribs for families in need, and to implement neighborhood initiatives focused on teen reproductive health education.

 

This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the city's accounting system as soon as possible, given the grant start date of October 1, 2022.  Up to date financial posting promotes accurate accounting and financial management.  

 

A Request for Proposals for the Safe Sleep communications and marketing services will be publicly advertised in February and March 2023, with an awarded contract legislated separately from this ordinance.  Teen health education services will be legislated in separate ordinances once the providers are determined. Columbus Public Health Department will encumber up to $70,000.00 for their Cribs for Kids Program from this grant. 

 

 

FISCAL IMPACT:  The program is funded by Franklin County Department of Job and Family Services and the US Department of Health and Human Services.

Body

 

WHEREAS, $800,000.00 in grant funds have been made available to the Office of CelebrateOne through the Franklin County Department of Job and Family Services for safe sleep and neighborhood initiatives focused on teen health education; and

 

WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the city's accounting system as soon as possible due to the grant begin date of October 1, 2022; and

 

WHEREAS, it is necessary to appropriate the grant funding up to $800,000.00; and

 

WHEREAS, up-to-date financial posting promotes accurate accounting and financial management; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health and the Mayor’s CelebrateOne Program in that it is immediately necessary to authorize Executive Director of CelebrateOne to accept this grant from Franklin County Department of Job and Family Services, and to appropriate these funds within the General Government Fund 2220 for CelebrateOne’s programs for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Executive Director of CelebrateOne is hereby authorized and directed to accept a grant award of $800,000.00 from Franklin County Department of Job and Family for a safe sleep media campaign, neighborhood initiatives focused on teen reproductive health education, and a crib distribution program with Columbus Public Health Department for the period October 1, 2022 through September 30, 2023.

 

SECTION 2.  That from the unappropriated monies in the General Government Fund 2220, and from all monies estimated to come into said Fund from any and all sources for the period ending September 30, 2023, the sum of $800,000.00 upon receipt of an executed grant agreement, and any eligible interest earned during the grant period is hereby appropriated per the accounting codes in the attachment to this ordinance.

                   

SECTION 3.  That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner and/or the Mayor, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.   At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused city match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
