Explanation

 

BACKGROUND 

 

The purpose of this ordinance is to authorize the City Clerk to enter into a grant agreement with Think Veterans First for the purpose of supporting the 3rd annual Vet Ohio Expo.

 

The Vet Ohio Expo is designed to showcase veteran-owned businesses who provide services or products to business owners or to the community.  The Expo was started by Regina Rembert, retired U.S. Army, and founder of the non-profit Buy-Vet, now Think Veterans First. It provides an opportunity to link existing and prospective organizations with veteran-owned enterprises that can bolster their businesses operations and provide valuable exposure for veteran entrepreneurs in our community.  This year’s event will take place on Thursday, September 7 at the Columbus Museum of Art.  Also collaborating on the event are the Columbus Urban League, ECDI, and both the Ohio and Columbus Chambers of Commerce.

 

Columbus City Council is supporting these efforts with $7,500.00 in funding from the Jobs Growth subfund. 

 

 

FISCAL IMPACT:  Total appropriation is $7,500.00 and is available within the Jobs Growth subfund.   

 

EMERGENCY DESIGNATION:  Emergency action is requested in order to immediately provide the funds necessary to reserve available space at the location for this year’s Expo.

To authorize the City Clerk to enter into a grant agreement with Think Veterans First for the purpose of supporting the 3rd annual Vet Ohio Expo; to authorize an appropriation and expenditure of $7,500.00 within the Jobs Growth subfund; and to declare an emergency. ($7,500.00)

 

 

Body

 

WHEREAS, Think Veterans First is an organization that highlights veteran-owned businesses and grows a network of veteran entrepreneurs through which they can collaborate, share best practices, and support one another; and

 

WHEREAS, Vet Ohio Expo is designed to showcase veteran-owned businesses who provide services or products to business owners or to the community; and

 

WHEREAS, this budget amendment will fund Think Veterans First efforts in hosting the Vet Ohio Expo in 2023; and

 

WHEREAS, $7,500.00 is available in the Jobs Growth subfund for appropriation and expenditure to provide for this need; and

 

WHEREAS, it has become necessary in the usual daily operation of the City Clerk's Office to authorize the Clerk to enter into a grant agreement with Think Veterans First in support of the Expo; now, therefore

 

WHEREAS, an emergency exists in the usual daily operation of the City Clerk, in that it is necessary to ensure that Think Veterans First has the funds to reserve available space for the Expo, for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1:  That the City Clerk is hereby authorized to enter into a grant agreement with the Think Veterans First in support of the 3rd annual Vet Ohio Expo.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $7,500.00 in the Jobs Growth subfund, fund 1000, subfund 100015, to the City Clerk per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the expenditure of $7,500.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Jobs Growth subfund, fund 1000, subfund 100015, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  Funds are hereby deemed appropriated and expenditures authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6That this Ordinance shall take effect and be in force from and after the earliest period allowed by law. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
